Homebuyers Assistance

Community Development provides assistance to income-eligible buyers toward the purchase of a home in Pasco County if you have not owned a home in the last 3 years. Applicant households who make less than 120% of Area Median Income (AMI) for the Tampa Bay Area may apply for assistance. 


Pasco County Community Development is currently accepting applications for their Down Payment Assistance (DPA) program for Low and Very Low income categories.

All interested homebuyers will need to contact Suncoast Housing Connections (Tampa Bay Community Development Corporation) to attend a Home Buyer Education Class. Homebuyers must work with a Community Development approved lender.

Lenders must attend a training in order to participate in the DPA Program.  All interested lenders will need to email Brian Jordan to sign up for the Lender Training.

Realtors will need to complete the training and sign a "Letter of Understanding" to participate in the DPA program. Realtors working with a potential homebuyer can contact Brian Jordan by email for the training.

Properties That Are Eligible for Assistance

Eligible homes must be located in Pasco County. The maximum purchase price of an eligible home cannot exceed $330,000.  Types of homes include:

  • Single-family homes
  • Condominiums
  • Town-homes
Properties That Are Not Eligible for Assistance

  • Mobile homes or manufactured homes
  • Property located within a special flood hazard area or repetitive loss area
  • Property that has experienced a sinkhole or other ground settlement activity, including remediated or stabilized properties

DPA Contribution, Pay Back & Deferrals

Loan Terms

The funds provided through Pasco County will be a zero-interest 30 year loan that is recorded as a second mortgage on your home.

For moderate-income households the loan is deferred for five (5) years and then monthly payments begin in year six (6) for a twenty-five (25) year amortization period.

For very low and low-income households the loan is deferred for 30 years then forgiven. 

The 30-year loan will be determined to be in default if any of the following occur: sale, transfer, of conveyance of property; conversion to rental property; loss of homestead exemption statue; or the home is no longer occupied by the qualifying homeowner(s).  If the loan is determined to be in default the outstanding balance shall become due and payable. 

In cases where the qualifying homeowner(s) pass away during the 30-year loan term, the loan may be assumed by a SHIP eligible heir who will occupy the home as a primary residence.  If the legal heir is not SHIP eligible or choose not to occupy the home, the outstanding balance shall become due and payable.  However, a modification may be arranged with the County for a loan bearing 6% interest.

If the home is being foreclosed by a superior mortgage, Pasco County reserves the right to buy the property at foreclosure sale to protect its’ loan interest.

Homebuyer Classes

In order to participate in any Pasco County home buyer program, you must attend a County-sponsored class. These classes are in all areas of the County. Spanish language classes are also available. Please note that these classes are first-come, first-serve. If a class is not listed on their website, it may be full. Please call them to confirm that the class is full.
