New Payment Service Provider for Pasco County Utilities

Beginning October 22, 2021, Pasco County Utilities customers will experience enhanced payment features and new payment options when paying a utility bill using our new payment service provider, Invoice Cloud. Payments can be made using the new pay-by-phone number at 855-786-5344, or online using MasterCard, Discover, American Express, Visa, Google Pay, Apple Pay, eCheck, and Automatic Clearing House (ACH) payments through your banking institution. Some of the steps may look different, when navigating the new platform, but a step-by-step guide is available on the Pasco County Utilities payment webpage.

“Switching to Invoice Cloud, a third-party provider, enhances our level of service, provides new payment features, and ensures a top level of security,” said Utilities Customer Service Director, Sandra Anderson. “Expanding payment options for residential, commercial, and business customers is a top priority,” 

Policies related to credit card processing fees, whether payments are made in person, online, or through the pay-by-phone option, will remain in place.  A processing fee of 2.75 percent is applied to all credit card transactions with a minimum payment of $1.50 and maximum payment of $125,000. ACH payments, made on behalf of your banking institution, will see a fee of $2.50 when paying online, up to a maximum payment amount of $125,000. All payment processing fees are paid directly to Invoice Cloud, as Pasco County does not collect any portion of the processing fee.  

Visa payment policies remain the same for in-person payments. Visa prevents third-party providers from collecting a processing fee when payments are made in-person. As a result, Pasco County Utilities is unable to accept Visa credit and debit cards at customer service locations.   However, a Visa credit or debit card may be used to make payments online or with the pay-by-phone feature.
