County Administration
In Pasco County, we strive to provide excellent public services that meet the needs of our citizens and enhance the quality of life for our residents and visitors. Pasco County is governed by five elected Commissioners and an appointed County Administrator. The Administrator has executive powers to implement the policies and procedures set forth by the Board of County Commissioners.
This office provides leadership in the administration and execution of County policies and is responsible for the day-to-day operations of County government, including overseeing a billion dollar budget, more than 2,000 employees and more than 60 departments and divisions.
The County Administrator provides direct oversight to the Assistant County Administrators for Development Services, Internal Services, Public Safety, Public Services, and Public Infrastructure. The Intergovernmental Affairs team and the Organizational Performance Management team work directly with Administration as part of the Legislative & Administrative Branch.

Dan Biles brings a wealth of local government and military experience to Pasco County Government where he serves as county administrator. Previously, he served as deputy county manager of infrastructure in Jefferson County, Alabama, from 2014 to 2017 and worked for the City of Corpus Christi, Texas, from 2010 to 2014. He has more than 30 years of leadership experience, guiding a wide spectrum of military, private business, and local government teams. At each step along the way, his teams have been consistently recognized as the best in their respective organizations and regions—even winning national "best of" awards.
During Dan’s tenure at Pasco County Government, the organization has been flattened, the team has been trusted and empowered, and a service-oriented approach has been adopted in all lines of business. Also, several internal communications tools have been created to keep team members engaged and informed: Pasco Picture is a town hall-style meeting covering organizational news and information; Inside Pasco is a series of one-on-one interviews focusing on performance improvement; Ask Me Anything is an anonymous Q&A session with Dan; and the Pasco Podcast with Dan Biles features deep-dive leadership conversations with senior team members. The podcast is available to watch here and is available on iOS and Android wherever you get your podcasts. Under Dan's leadership, Pasco County Government was named as an Energage Top Workplace (national), Tampa Bay Times Top Large Workplace (regional), and Engaging Local Government Leaders (ELGL) Best Places to Work in Local Government (national) in 2021.
Dan holds a bachelor’s and master’s degree in civil engineering and is a retired colonel after serving 25 years in the U.S. Air Force and Air National Guard. He and his beautiful wife, Mandy, have four children and five grandchildren.
