MICHAEL J. COX, CFP® - Chairman

Michael J. Cox

Michael has been a financial service professional since 1996 and focuses on qualified retirement plans for businesses & investment planning for individuals. Michael is a CERTIFIED FINANCIAL PLANNER™ practitioner; he is employed by the Private Client Group of Wells Fargo Advisors and holds the positions of Associate Vice President and Assistant Branch Manager. Michael is a graduate of the Pinellas Vocational Technical Institute and the University of South Florida Financial Planner Program. Michael has served as a Trustee to the Florida Local Government Investment Trust overseeing over $1 billion of public money.

Originally from Springfield, IL, Michael’s family moved to Pasco County when he was six. Michael’s greatest love in life is his wife Abbey who he married in 1993. Abbey is a Hospital Sales Specialist for Mallinckrodt Pharmaceuticals and works in the Tampa Bay area. They share their New Port Richey home with two rambunctious dogs Mason & Cooper. He enjoys fishing, boating and volunteering for community projects through active involvement in several organizations including:

  • Pasco County Commissioner and Vice Chair Pasco County Board of County Commissioners 2006-2010

Michael’s community dedication has been recognized by the West Pasco Chamber of Commerce with their Outstanding Public Servant Award. The West Pasco Board of Realtors honored him with the Outstanding Government Service Award. He was named Rotarian of the year from Holiday Rotary and is a two time recipient of the Paul Harris Fellow from Rotary International.

RANDY MAGGARD - Vice-Chairman

Randy Maggard

A native of Zephyrhills, Randy Maggard graduated from Zephyrhills High School. He went on to earn his Associate’s Degree at Pasco-Hernando Community College in Dade City. Randy has served as Vice President of Sonny’s Discount Appliances, Inc. for over 30 years and as Vice-President of Swift Ranch Cattle Company for the past 21 years.

Randy currently serves on the Southwest Florida Water Management District’s Governing Board as Vice Chairman. Prior to that, he served on the Coastal Rivers Basin Board from 2004 to 2010, including a term as Vice Chair. He is also the current Vice-Chairman of the Pasco County Republican Party and a member of the Zephyrhills Economic Development Board.

GARY BRADFORD - Committee Member

Gary Bradford

Mr. Gary H. Bradford serves as the President of the Bradford Group LLC (Government Relations Firm), specializing in law enforcement and correction policy. His clients are the Florida Police Benevolent and West Central Police Benevolent Association’s. He has more than 30 years of experience in law enforcement. He served at the Tampa Police Department from 1982 to 2007 in various assignments to include: Police Officer, Field Training Officer, School Resource Officer, Hostage Negotiator (Tactical Response Team), Patrol District Corporal, Community Relations Corporal, and Senior Detective. He retired from the Tampa Police Department in 2007. Mr. Bradford has a Bachelor’s Degree in Criminology from St. Leo’s University.

BILLY E. BROWN - Committee Member

Billy E. Brown

Executive Vice-President & General Manager Withlacoochee River Electric Cooperative, Inc. Billy E. Brown, a lifelong resident of Pasco County, attended Pasco High School and served in the US Coast Guard and Korean War. He began his employment with the Cooperative on October 16, 1956 when it served a mere 2,996 members.

Today, Withlacoochee River Electric Cooperative is the third largest electric cooperative in the nation with approximately 220,000 accounts. His career began in the line/operations department but his abilities and leadership skills were quickly recognized as he rapidly progressed into supervisory positions in warehousing, member services, billing, and District Manager. In 1973, the Cooperative’s Board of Trustees promoted him to Executive Vice-President and General Manager, the position which he currently holds.

Brown’s priority has always been to bring affordable, reliable and safe electricity to Members of the Cooperative. Under his leadership, Co-op Members have received capital credit refunds totaling more than 282 million dollars. He also implemented the Co-op’s WRECares/Operation Round-up program which helps families who have suffered a catastrophic event through no fault of their own. Since the program’s inception in 1994, the Operation Round-up Fund has disbursed $1.8 million to 556 deserving families.

During his tenure, the Cooperative has weathered through both rewarding and difficult times. In 1985, he realized that economic development was the only way to bring jobs to depressed parts of the Cooperative’s service territory so he formed a for-profit entity named ”URADCO,” which would ultimately bring thousands of jobs to the Cooperative’s service area. Two industrial parks were built; One Pasco Center and One Hernando Center as well as the development of the 1,300 home Lake Jovita community. He is credited with persuading Sam Walton to build the Wal-Mart Distribution Facility at the One Hernando Industrial Park.

Not only is he a well-respected leader on the local, state, and federal level, but a vocal advocate for the National Rural Electric Cooperative Association “NRECA.”

  • In 1994, he received the “NRECA” “Regional Award for Outstanding Service.”
  • In 1996 “NRECA” conferred on him the “William F. Matson Democracy Award” in recognition of distinguished service to rural electrification through political action and education.
  • In 2009 he received the “NRECA” coveted “Paul Revere Award” for Co-op Member participation in the “Our Energy Our Future” program.
  • In 2011, NRECA conferred on him the “National Community Investment Service Award” for his outstanding leadership and determination to improve the living conditions and address the extreme poverty of the Trilby-Lacoochee area. After assessing the territory, Billy Brown altered the mission to include improving the living conditions of the community. He began by holding a “Visioning Day” in January 2010; bringing together HUD, USDA, The Department of Health, The Department of Energy, The Department of Transportation and several local agencies to address the extreme poverty in the area. Four years later on January 31, 2014, the “Vision” came full circle when U.S. Senator Bill Nelson joined B. Brown and other dignitaries for the ribbon cutting of the new Lacoochee Community Center. The Community Center is the home of the Lewis Abraham Boys & Girls Club, a sheriff’s office substation, a health clinic and other programs and services to improve the quality of living in the community.
  • In 2012, he was awarded the NRECA “Presidents Award” for his outstanding contributions and dedication to the rural electrification program throughout the nation, state and local community.
  • In July 2014, a Resolution was presented to Mr. Brown by the Pasco County School Board acknowledging his service to the community and his support to Pasco County students through the Withlacoochee River Electric Educational Foundation.
  • In October 2014, the Dade City Chamber of Commerce presented B. Brown with the “Richard Tombrink Lifetime Achievement Award” for his years of commitment and dedication to the community.

Mr. Brown currently serves on the Seminole Electric Cooperative’s Board of Trustees; the Florida Rural Electric Cooperative Association’s Board of Trustees and is a Director Emeriti with Sun Trust Bank Nature Coast. He has served with various not-for-profit organizations such as the Rotary, United Way, Concourse Council and many others. He previously served on the NRECA Legislative Committee and as Chairman of the NRECA Management Advisory Committee and as Chairman of the Capital Markets & Financing Subcommittee of Cooperative Finance Corporation’s “CFC” Member Advisory Committee.

STEPHEN C. BOOTH - Committee Member

Stephen Booth

Mr. Booth is a native of New York state and is a graduate of Alfred University in upstate NY where he received a Bachelor of Arts in Political Science. He received his Juris Doctorate from Stetson University College of Law in 1972, and has been practicing law in West Pasco County since Jan of 1973. His practice is general in nature with a significant emphasis on real estate and development work. He has served on numerous County Advisory boards and many non- profit boards. He is married to Elaine Booth and they have 5 grown children and 7 grandchildren.

MEL EAKLEY - Committee Member

Major Mel Eakley is a U.S Air Force Enlisted Veteran and has served as a law enforcement Officer for over 23 years. He has lived in Pasco County for 23 years. He has held positions in Patrol, Special Operations and the Detective Division. His supervisory and command positions range from Sergeant to his current position as Commander of the Operational Logistic Bureau which consists of Human Resources, Informational Technology, Pasco Hernando State College Police Academy Director & Training, Professional Standards, Fleet Maintenance, Purchasing and Intelligence Led Policing. He holds a B.A. from Saint Leo College and an M.A. in Adult Education from the University of South Florida. He is a member of the American Association of Adult and Continuing Education. He has served on the Pasco County Master Facilities Planning Committee, currently the Pasco County Radio P25 Committee, currently the Pasco Hernando State College Law Enforcement Technical Advisory Board, currently Co-Chair of Pasco County Consolidated Communications Governance Board. He was an adjunct professor at Pasco Hernando State College 2011-2013. He has been a guest lecturer at the University of South Florida. Major Eakley has received awards from Mothers Against Drunk Driving (M.A.D.D.) for a high arrest and prosecution rate. He received the Pasco County School Resource Officer of the Year Award in 2002 while an SRO at Centennial Middle School. In May of 2011, he received a Meritorious Service Award for Courage for leading a team of deputies into a home to rescue a 5 year old child.

ROBERT ECKARD - Committee Member

Robert Eckard

Rob is a native of New York and has been living in Florida for over 25 years. He has been a Pasco County resident since 2003. He is the founding partner of his law firm, established in 2000 after leaving the State Attorney’s Office, 6th Judicial Circuit, Florida where he was an Assistant State Attorney and prosecuted both felony and misdemeanor criminal cases. Rob is Board Certified in Business Litigation by the Florida Bar. In 2014, Rob was selected and awarded, by his peers, as one of Florida’s Legal Elite in Commercial Litigation. Rob has a Bachelor and Master degree from the University of South Florida, Tampa.

Rob is a 1998 graduate of Stetson University College of Law (honors). He also holds an LL.M. degree in International Law and Business from Stetson University College of Law. He was admitted to the Florida Bar in 1999 and is admitted to practice in Washington, D.C. and before the United States District Court for the Middle, Northern and Southern Districts of Florida, the 11th Circuit Court of Appeals, the United States Court of International Trade, the United States Tax Court and the United States Supreme Court. Rob has served on the Board of Directors for the Palm Harbor Chamber of Commerce and is a Master Barrister for the Barney Masterson Inns of Court. Rob is also a Trustee for the Clearwater Bar Foundation. He is a regular instructor at Stetson University College of Law, Tampa campus. Rob is married and has 2 children, 7 and 10, and they both attend public school in Pasco County. Rob’s wife is a graduate of the University of South Florida and is currently a CPA candidate. Rob also coaches his son’s football team.

JOHN GALLAGHER - Committee Member

John Gallagher

John Gallagher was born in Brooklyn, New York. His family moved to Florida when he was 3 years old. Mr. Gallagher was the County Administrator for Pasco County for 31 years, overseeing 2,000 employees and a billion dollar budget. He reported directly to the Board of County Commissioners. He provided leadership in the administration and execution of County policies; developed and recommended solutions to the County's problems for the County Commission’s consideration, and planned and developed programs to meet the future endeavors of the County. Mr. Gallagher was responsible for the administration of all County government affairs; the direction and supervision of the administration and functions of County departments, offices and agencies; the nomination of all administrative department heads; and for the enforcement of all ordinances, resolutions and policies of the County Commission. He holds a Bachelor of Arts Degree in Political Science from Saint Leo College and a Masters of Arts Degree in Public Administration from The American University.

CANDACE GLEWEN - Committee Member

Candace Glewen

Candance is a long-time resident of Pasco County. Since September of 2014, she has been the VP of Commercial Lending at MidFlorida Credit Union. Ms. Glewen previously served as the SVP of Commercial Lending at Synovus Bank; VP of Operations in Accento Craft, Inc.; and as a Commercial Lender in Barnett Bank.

Ms. Glewen has been a member of the West Pasco Chamber of Commerce for 7 years and is the current Chairman of the Board. She also serves as Secretary and Board member at Youth and Family Alternatives and Gulfside Hospice. Ms. Glewen is a past President and Board Member of the Rotary Club of Trinity.

CHUCK GREY - Committee Member

Chuck Grey

Chuck is a life-long resident of New Port Richey. He attended Pierce (where the City Library stands) and Richey Elementary Schools, Gulf Junior High (now Schwettman) and Gulf Senior High (now Gulf Middle) in New Port Richey. He graduated from St. Petersburg Jr. College with an Associate of Arts degree. Chuck entered the United States Navy and attended Naval Intelligence School before being sent to active duty in South Vietnam. Chuck’s tour spanned 1968-1972, placing him in Vietnam, Europe and Homestead, Florida. Three of his sons are officers in the United States Army and have served in Iraq and Afghanistan.

Returning to New Port Richey in 1972, Chuck joined the family real estate firm of F. I. Grey & Son, Inc. He received extensive training in commercial investment real estate, and became a candidate for Certified Commercial Investment Member of the National Association of Realtors. Chuck is currently Vice President and Broker of F. I. Grey & Son, Inc. Commercial Realtor.

Chuck’s concern and interest in the future of West Pasco has led him to become deeply involved in programs that impact the direction of the community. In 1993, he was appointed to serve on the Pasco County Planning and Zoning Board, currently serving as Chairman. Chuck has served as Vice Chairman of the Port Richey Planning and Zoning Board and as Co-Chair of New Port Richey’s Community Redevelopment Agency Advisory Board. He is also a graduate of Leadership Pasco Class of 2001, a member of the Pasco County Charter Advisory Committee and a past member of the 6th Judicial District Grievance Committee for the Florida Bar Association.

Chuck contributes to a number of nonprofit organizations as a volunteer board or committee member; these include the West Pasco Chamber of Commerce, United Way of Pasco County and Chasco Fiesta. Chuck has been instrumental in shaping the Chasco Fiesta event over the years. Chuck helped to set the framework for the “new” Chasco Fiesta in 1993 beginning the move to New Port Richey's downtown and setting up Gold Medal Sponsorship levels for the first time, as well as, introducing a music segment to the event, which has become extremely popular and widely attended. Chuck was Co-Chairman in 1995, becoming Entertainment Chairman and Member Steering Committee member in 1996 remaining in the position to the present day.

Chuck’s professional association affiliations include West Pasco Board of Realtors, Florida Gulf Coast Commercial Association of Realtors, Realtors National Marketing Institute, National Association of Realtors, Florida Association of Realtors, International Brokers Association, and Florida Commercial Brokers Network. Chuck’s professional recognition includes Realtor of the Year and Realtor Associate of the Year awards, in addition to numerous Committee Chairman, Presidential and Past President Awards presented by the West Pasco Board of Realtors. Chuck was designated to the Coldwell Banker Diamond Society for Multi-Million Dollar Production. He received the Florida Gulf Coast Commercial Association of Realtors Pinnacle Award. Chuck has been presented the Program Chairman Award, Paul Harris Fellow and Community Service Awards by the New Port Richey Rotary Club. His Military commendations include the Vietnam Service and Vietnam Campaign medals and the Meritorious Unit Citation for Service in Vietnam.

JOHN B. KINSMAN - Committee Member

John B. Kinsman

John B. Kinsman was born in Tampa, FL in 1964 and moved to Pasco County in 1970. He graduated from Zephyrhills High School in 1983. He then served in the USAF from 1985 to 1989. John has been married to Teresa since 1985 and they have two children, Erica and Dylan. John has been the owner of Martin Electric in Dade City since 2000. John was a member of the ZHS SAC Committee from 2009-2013, chairman 2011-2013, Zephyrhills Chamber of Commerce Board of Directors 2013-Present, Thomas Promise Foundation Board of Directors 2013-Present, Pasco County Construction Board 2011-2014 (Chair 9/11 to 9/12), and the Pasco Schools Task Force to study the 4 day work week.

A leader of one of the Tampa Bay area's leading real estate firms since 1984, Mitchell maintains an active interest in the marketing of commercial, industrial, acreage and mixed-use properties, with his primary emphasis in the Tampa Bay area. Mitchell has earned the prestigious Certified Commercial Investment Member (CCIM) designation by the Commercial Real Estate Institute, an affiliate of the National Association of Realtors.

Mitchell serves on the Board of Trustees for BayCare Health Systems and St. Leo University. He also sits on the Board of Directors for Morton Plant Mease Hospital and the Pasco Economic Development Council and was the PEDC Chair for 2014. Mitchell is the former Chairman of the Tampa Bay Partnership and served on their Transportation Task Force Committee. He was Chairman of the Pasco-Hernando American Heart Walk, as well as, Chairman of the West Pasco Family YMCA Capital Campaign Committee. Additionally, Mitchell is a charter officer and past President of the Rotary Club of Seven Springs, which established the Odessa Festival & Rodeo. He has served as past President of the West Pasco Board of Realtors, the Pasco County Committee of 100, and the West Pasco Chamber of Commerce.

Mitchell graduated from the University of Alabama in 1979 with a Bachelor's Degree in Commerce & Business Administration/Marketing. While attending the University of Alabama on a football scholarship, he played under the legendary Coach Paul "Bear" Bryant. From Coach Bryant, Mitchell gained the integrity and competitiveness that he continues to draw on, even today. Mitchell also excelled in Judo earning 7 gold, 3 silver and 5 bronze medals from various national championships and went on to lead the U.S. Olympic Judo Team, as Captain in the 1984 Olympics in Los Angeles, California. Mitchell is also active in Generations Christian Church. He enjoys sports, Civil War history and spending time with his wife, Becky and their two children, Derek and Carly.

MIKE RYAN - Committee Member

Mike Ryan

Mike has lived in Pasco County since November, 1992. Mike has worked as Sales Manager for Samuelsen Builders, Inc who was the first Home Builder accepted to build in Trinity Communities which has changed the face of Southwest Pasco County. Mike is also Owner of Samuelsen Builders Realty, LLC. Mike is a graduate of Boston College with a degree in BA in Economics and holds a TESOL certificate. Mike and his wife, Debbie, have raised 3 children in Pasco County - Jonathan, David and Lisa. Other than being involved in home building and real estate, Mike has served the Community in many organizations including:

Board Member, Dayspring Academy; Candidate, School Board of Pasco County 2010 election – won August primary, lost November general election; Dayspring Academy- Board of Directors, 2 years as Chairman (2002 - 2006); Short Term Missions director, Lakeview Community Church (2013 – present); Elder and Board of Directors, Calvary Chapel Worship Center (2013- present); Sales and Marketing Council, Pasco Building Association (2004 - 2006); YMCA flag football coach (1990’s).

Mike and Debbie enjoy being active in their church along with fishing and boating in the area. Mike enjoys all sports and actively competes in USATF sanctioned Masters Track and Field meets throwing the hammer.

Patti Spoeth

PATTI SPOETH - Committee Member

Patti Spoeth is a Real Estate Broker with ReMax Advantage in Trinity. For nearly 30 years, Patti has helped Floridians find their ideal residential and commercial properties. A long-standing member of the National Association of Realtors, Florida Association of Realtors, and West Pasco Board of Realtors, Patti understands the importance of professional and community service. 

As a Trinity-Odessa Ambassador and Advisory Member, she is continuing to support the area’s growth by serving on the ReMax Advantage Trinity Growth and Development Day planning committee and is a graduate of the Pasco Citizens Academy, a volunteer organization for dedicated members of the community. Patti resides in Bayonet Point, Fla., where she raised her two sons after relocating to the area from Champaign-Urbana, lll. in the mid-1980s. She enjoys baking (she was a professional pastry chef at one point), dancing, swimming, and visiting with her five grandchildren whenever she can.

BILL WOODARD - Committee Member

Bill Woodard is a 30 year Pasco County Resident, and has been a business owner in Pasco for over 31 years. Mr. Woodard is U.S. Army Veteran and past owner of Coastal Craftsmen Aluminum, and Alumi-Guard, Inc. He is a Florida Certified General Contractor and graduate of the 2003 Class Leadership Pasco. He is an active member of the Rotary Club of New Port Richey. Additionally, he currently serves on several organizations including: Pasco Hernando Workforce (Board Member), Pasco Sheriff Charities (Board Member), North Bay Hospital (past Board Member); New Port Richey Police Pension (Board Member), West Pasco Chamber of Commerce, and Pasco Economic Development Council.

CAMI AUSTIN - Committee Member (Alternate)

Cami Austin

Born in Greenville, PA moved to New Port Richey in 1971 and resides in Port Richey. She has two daughters and two grandchildren. Cami has been in banking for over 40 years and is employed by Synovus Bank as a Senior Vice President/Community Executive and manages the Trinity and Port Richey offices. She is involved with a number of community organizations.

Some of the Community Organizations that she is involved in: Chairman of Chasco Fiesta for 13 years and has been on the Chasco Fiesta Steering Committee for 21 years; Lighthouse for the Visually Impaired & Blind; Good Samaritan Health Clinic; Trinity/Odessa Chamber of Commerce; United Way of Pasco County; and a member of the Rotary Club of New Port Richey.

CLIFF MCDUFFIE - Committee Member (Alternate)

Cliff McDuffie

Cliff has been a resident of Zephyrhills since 1997. He graduated from Hillsborough High in 1952. He went on to train as a Radio Traffic Analyst at Ft. Devens Military School. Cliff attended the University of Tennessee and the University of Tampa. Cliff is also a graduate from the Institute of Organizational Management; University of Georgia in 1981. Cliff has also participated in the Tampa and Pasco Leadership Training Programs.

Mr. McDuffie is a published author, poet, and was an elected official; he served as Mayor of Zephyrhills for five two year terms from 2002 to 2012. He enjoys wood carving, photography, writing, fishing, travel, wood working, reading, and is an avid sports spectator. Cliff is active in the community through his volunteerism and involvement in several organizations including:

JOSEPH A. POBLICK - Committee Member (Alternate)

Mr. Poblick serves as the City Attorney for the cities of Zephyrhills, New Port Richey, and Port Richey. He moved to Pasco County from Tampa in 1986. Joe received a Bachelor of Arts degree and Master’s in Public Administration from University of South Florida. He earned his Juris Doctorate from Loyola University School of Law. He is licensed to practice law in Florida, Louisiana, Washington, D.C., and before the United States District Courts of Florida and Louisiana, and the 11th and 5th Circuit Courts of Appeal.

Upon admission to the Florida Bar, Mr. Poblick began working as an Assistant State Attorney, prosecuting hundreds of both misdemeanor and felony offenses. After leaving the State Attorney’s Office he entered private practice focusing on civil litigation. He has also lectured on Ethics in Public Administration; and Public Law and Administration for Barry University; and has lectured on Public Records law for the Florida Association of Municipal Attorneys. Mr. Poblick has served as a Special Magistrate and Civil Traffic Infraction Hearing Officer. He has served on the Board of Directors for Sunrise of Pasco, Domestic Violence & Sexual Assault Center, and currently serves as President-Elect of Lighthouse for the Visually Impaired and Blind. Mr. Poblick has served as a Reserve Sheriff’s Deputy. He is also a member of the New Port Richey Rotary.

He holds office as President for the Council of Neighborhood Associations, is a delegate for CAI-FLA (Community Association Institute Florida Legislative Alliance) and is a Board Certified Instructor. Dominick Scannavino and his team have a plethora of association management experience, having maintained more than 25,000 estates internationally.
