Any unpaid balance or fees on an existing or previous account must be paid in full prior to opening an new account.

To Open an Account in Person
Effective Friday, March 20, at 4 p.m. the Land O’ Lakes and New Port Richey Customer Service Centers will be closed until further notice.
Drive-through services will remain open in Land O' Lakes and New Port Richey from 8:30 a.m. to 4 p.m., where a member of the PCU Team can support customers and receive any necessary paperwork.
The Dade City walk-up location will remain open from 8:30 a.m. to 4 p.m.

Information provided details the requirements checklist to submit a builder application, which includes an assignment letter and property appraiser record. Please allow 72 hours (excluding holidays and weekends) for your application to be reviewed and processed. Once reviewed, you will receive an email with instructions for payment details on any applicable fees and/or deposits.

Close an Account
A request to terminate services should be received in our office three (3) business days prior to the date needed for termination.
If an account is not closed: The account holders is responsible for all utility use and fees. Do not leave your account open for services to be unknowingly used by a new resident.

Rates, Fees, and Charges
A four-year rate schedule went into effect on October 1, 2021, with changes adopted from a Cost of Service Rate Study. Details in the Cost of Service Rate Study include projected annual adjustments to service rates, fees, and charges through September 30, 2025. An annual rate sufficiency analysis will be performed after each Fiscal Year (FY) to determine the need for any annual increases.

Assessment Search
Assessments are a non-ad valorem assessment billed annually to all owners of real property in Pasco County. Any unpaid water, sewer, or solid waste assessments will be levied against a parcel and are subject to penalties and lien activity. Title searches are not considered complete without checking for unpaid assessments. In addition assessment searches are used to verify services for the property. View Assessment Search Form
Note: Pasco County Utilities no longer places liens for balances owed on streetlights. It is up to the requesting parties to search official records themselves. PCU does not provide residential solid waste information. If property taxes are current, the residential solid waste assessment amount is current. * Deposits are held in a non-interest bearing account (Pasco County Ordinance Section 110-38(d). The deposit will be credited to the account after 24 consecutive months of on-time payments and no returned checks; or, if the account is closed, the deposit will be applied to the bill. Any credits will be mailed to the person whose name is on the account after the final read.
Requirements Check List to Open An Account

- Date you want the service to begin
- Valid I.D. upon request
Additionally:
- If you are renting: A valid lease agreement is needed to open a new account, with two options available:
- Option #1 - A copy of your lease agreement, signed by both the homeowner and the tenant. OR.
- Option #2 - A copy of your lease agreement, signed by both the tenant and the property manager, AND, documentation giving authorization to the property manager by the homeowner, signed by both the property manager and the homeowner.
- If you are the owner: A copy detailing proof of ownership.
- Third parties: Opening an account requires the same information to be provided.
- At time of application: Payment of fees, to include any unpaid balances or fees, on an existing or previous account must be paid in full prior to opening a new account.
- Prior to receiving service: Deposit and activation fees are required if applicable.
