Municipal Servicing Taxing Unit (MSTU)
The maintenance of our roads to keep our community traveling safely and efficiently is important to Pasco County.
In 2022, the Pasco Board of County Commissioners approved the Local Road Paving Municipal Servicing Taxing Unit (MSTU). The MSTU replaces the decades-old Paving Assessment (PVAS) program – and uses our tax dollars to pave and maintain local roads.
In place of PVAS requiring a homeowners’ petition process for road paving, the MSTU will implement a prioritization plan utilizing several criteria evaluating all eligible local county roads to determine eligibility, ranking and distribution.

The MSTU includes all unincorporated areas of Pasco County, except for:

- Parcels in/to be included in the boundaries of an active PVAS assessment
- Parcels within a Homeowners’ Association (HOA) or Community Development District (CDD) which maintains its own roads

The first year’s MSTU tax will appear on the 2024 property tax bill. The rate will be set yearly in the annual budget process by Pasco County Government.
The MSTU ordinance provides a process for HOAs and CDDs to appeal their status of inclusion or exclusion as defined on Exhibit B of the approved MSTU ordinance.

- Q: When do TRIM notices go out and how will I know if my property is included in the tax?
- A: TRIM notices are mailed out by the Pasco County Property Appraiser’s Office each year in August. If your property is not in one of the areas listed on Exhibit B or meets exclusion criteria as defined in the ordinance, it will be included in the MSTU and any rate imposed will appear on your TRIM notice.
- Q: What information does my organization (CDD/HOA) need to provide in order to appeal its classification status?
- A: The documents required for an appeal consideration are listed in the MSTU HOA and CDD Appeals Process approved at the Pasco Board of County Commissioners meeting November 14, 2023.
