The contractor shall not assign, transfer, convey, sublet,
or otherwise dispose of any award or any or all of its rights, title, or
interest therein, or delegate the duties hereunder without the prior written

CANCELATION
CONFLICT OF INTEREST
The contractor, by responding to this request, certifies
that to the best of his/her knowledge or belief, no elected/appointed official
or employee of the County is financially interested, directly or indirectly, in
the offer of services specified in this request. Furthermore, as part of the resulting contract,
the contractor must warrant that its firm will not engage in providing
consulting or other services to any private entity regarding any property
within the defined geographic area during the term of the resulting contract.
CONTRACT
TERM AND REQUIREMENTS
It is the
County’s intent to develop an agreement for the services specified herein,
contingent upon the appropriation of funds.
The contents of the response submitted by the successful firm, with any
amendments or subsequent revisions, will become part of the resulting
contract. A copy of the County’s
standard consulting agreement is attached.

The successful contractor shall irrevocably transfer,
assign, set over, and convey to

By
submitting a response, the offeror certifies that it is not currently debarred
from submitting proposals for contracts issued by any political subdivision or

modify this RSQ, (2) revise requirements of this RSQ, (3) require supplemental
statements or information from any firm, (4) accept or reject any or all
responses, (5) extend the deadline for submission of responses, (6) negotiate
or hold discussions with any offeror and to waive defects and allow corrections
of deficient responses which do not completely conform to the instructions
contained herein, and (7) cancel this RSQ, in whole or in part, if Pasco County
deems it in its best interest to do so.
UNSATISFACTORY WORK
If, at any time during the contract term, the service
performed or work done by the contractor is considered by Pasco County to create
a condition that threatens the health, safety, or welfare of the community, the
contractor shall, on being notified by Pasco County, immediately correct such
deficient service or work. In the event
the contractor fails, after notice, to correct the deficient service or work
immediately,

STATEMENT
OF WORK
1. Introduction
Responses will be received from firms having specific experience and qualifications in the work described in the Scope of Services. For consideration, responses to this request must contain evidence of the firm's experience and abilities in the specified area and other disciplines directly related to the requested services.
This Scope of Work
represents the general type of work that
Individual
Task Orders will be issued based on the AGREEMENT, a detailed Scope of Services
(for the individual Task Order) and other associated Contract Documents. The
Agreement upset limit shall be $2,000,000.
2. Scope of
Services
Work that will be
authorized under the AGREEMENT includes but is not limited to the following:
2.1 Provide
comprehensive professional engineering services related to roadway,
intersections, sidewalk, bridge and utility capital improvements. Engineering
services may include support for administration, planning, design, right-of-way
acquisition, advertisement, bidding and construction phase services.
2.2 Provide
services in support of administration through project and program management,
to include but not be limited to participation and coordination of public
workshops, preparation of PowerPoint presentations and notification of property
owners.
2.3 Provide
services in support of planning phase through feasibility assessment, route and
pond siting studies and reports, and traffic signal warrant analysis and
reports.
2.4 Provide
services in support of design through survey, geotechnical work, environmental
services, permitting, drainage, wetland mitigation, floodplain compensation,
pavement design, utility coordination, signing & pavement marking,
signalization, interconnect, landscaping, structures, technical specifications
and any other elements of design necessary for a complete project.
2.5 Provide
services in support of right-of-way acquisition through survey, title searches,
right-of-way maps, legal descriptions and parcel sketches, appraisal and
negotiation, minor design revisions, production of graphics, meeting attendance
and expert witness testimony.
2.6 Provide
services in support of advertisement and bidding through attendance at Pre-Bid
Meeting, address bidder’s request for information, review and analysis of bids.
2.7 Provide
services in support of construction through attendance at Pre-Construction and
Progress Meetings, review of shop drawings and submittals, response to
Contractor Requests for Information, and assistance with Project Closeout.
2.8 GENERAL
PROJECT REQUIREMENTS UNDER THIS AGREEMENT INCLUDE THE FOLLOWING (SPECIFIC TASK
ORDERS MAY VARY OR EXPAND UPON THESE GENERAL REQUIREMENTS):
2.9 FORMAT -
Generally, FDOT design format shall be utilized, unless an adjustment is
required by the COUNTY in order to conform to COUNTY requirements.
2.10 PERSONNEL -
CONSULTANT shall utilize Key Personnel presented in the CONSULTANT’S Proposal.
Any use of a Subconsultant shall be subject to the approval of the COUNTY.
2.11
MEETINGS – CONSULTANT shall attend project meetings, public
meetings, public workshops and presentations at reasonable hours and upon
reasonable notice provided by the COUNTY.
2.12 QUALITY CONTROL - CONSULTANT shall be
responsible for insuring that work products conform to COUNTY standards and
criteria and represent the same or higher professional quality than available
from other qualified vendors.
2.13 CORRESPONDENCE - Copies of all
written correspondence between the CONSULTANT and any other party pertaining
specifically to this Work shall be provided by the CONSULTANT to the COUNTY,
for their review and records within one (1) week of the receipt of said
correspondence. No changes shall occur
unless written the COUNTY provides correspondence. Copies of decision documents shall be placed
in the Document of Decisions.
2.14 PROJECT SCHEDULE –
Project Schedule and Progress Reports shall be provided within ten (10) days after
the Notice to Proceed for each Individual Task Order. Additionally, the
CONSULTANT shall provide a proposed schedule in Microsoft Project, to include
establishment of milepost event dates, and a projected payout curve based on
the schedule.

RESPONSE
FORMAT
Offerors
shall present their responses to the Request for Qualifications in the manner
and format listed below, identifying each response by its respective tab
numeral.

I Management summary. The offeror shall provide a cover letter
indicating the underlying philosophy of the firm in providing the service. Offeror shall also provide a comprehensive
organizational chart. The cover letter and organizational chart
shall be limited to two (2) pages each.
II Understanding of Services. Describe, generally, how the subject services
will be provided. Offerors should, concisely,
relate their respective experience to each criterion in REVIEW AND ASSESSMENT
(Page 7). This item shall be limited to no more than ten (10) pages
III Qualifications. The offeror shall attach current and
completed copies of SF 254, and SF 255, or SF 330 for the specified
services. This documentation shall
provide a list and brief description of similar work and contact
information for each project owner.

Professional
firms will be evaluated on the following criterion. These criteria will be the basis for review
of the responses, interviews, and selection.

In order
to select the best firm, the Selection Committee must meet and evaluate the
“team” of professionals that are vying for the described project. Failure to have the above individuals or
disciplines present may be cause for immediate disqualification and dismissal
