The Performance Development Department
    The Performance Development Department (PDD) provides process and performance management experts and advisers to the organization, facilitating the County’s transition to, and implementation of a performance excellence culture.

    Impact Statement

    The PDD is at the center or organizational change, providing critical leadership and guidance to the organization on strategic and business planning, performance management, and enterprise-wide process streamlining. Through precisely executed actions and activities, staff at all levels of the organization are engaged in the process of improving operational effectiveness and efficiency.


    The work of the PDD has one program, Performance Management, with two primary components.

    Strategic Improvement: Provides leadership and guidance to organizational leadership on strategic and operational issues and planning, enterprise-wide performance management, and overarching process streamlining to improve operational effectiveness and efficiency, better inform future planning and budget formulation, and ensure transparency and accountability.

    Operational Improvement: The Performance Development Analysts (PDAs) work as operations, process, and performance management advisors to branch, department, and division level management. PDAs serve as a catalyst for the development, adoption, and implementation of initiatives supporting a performance driven business center.

  • Plans, coordinates, and directs the countywide performance development activities, including:
    •  Strategic Planning
    •  Annual Business Planning
    •  The Organizational Performance Planning Cycle (Long and Short Term)
    •  Performance Measurement and Analysis
    •  Performance Reporting – Annual Reports
  •  Serves as process and performance management experts and advisers to the entire organization. 
    • Assists departments in the development, implementation, and maintenance of procedures and management techniques designed to facilitate production, quality control, and work measurement programs that drive performance excellence. 
  •  Deploys methodologies that enable the County to adopt a performance excellence culture.
    •  Reviews and approves changes to major service delivery process and operating procedures prior to adoption and implementation.
