Transportation Analysis

Legislative changes to the HB 7207 Community Planning Act; adopted May 5, 2011 gave local governments the option to eliminate concurrency from the Comprehensive Plan. On June 19th, 2012, the Board of County Commissioners adopted amendments to the Comprehensive Plan and the Land Development Code to eliminate concurrency.  Those amendments became effective on April 17th, 2013.

Although concurrency was eliminated, the County is still required to address transportation deficiencies including the obligation to adopt and maintain Level of Service standards and prioritize the funding of projects.

Transportation Analysis

The County's new Transportation Analysis replaces TIS (Traffic Impact Studies) and consists of two types: 

     Timing & Phasing (for Rezonings)
     Transportation Needs Asssessment (for Comprehensive Plan Amendments)

It should be noted that substandard road and access management analyses still apply at time of site plan submittal. Both Timing & Phasing, and Transportation Needs Assessments are used as a planning tools to determine the impact of development on the surrounding roadway network and to come up with reasonable solutions to address the LOS deficiencies.
