Central Permitting Division's goal is to provide faster, more accurate processing of applications for building permits while complying with all local land development regulations.

Attention Building Construction Services customers – We have implemented a new computer system for all building construction and permitting services. On-line users of our services will have to create a new personal account to access all building construction permitting and inspection services. Please go to:  to create your new account. Upon creating your new account, please contact this office so we may link your County registration to your account so you will have full access to all of our services. We apologize for any inconvenience and thank you for your cooperation.

Building Construction Services has implemented a new online permitting system.  Thank you for your patience during this implementation period. For important information about the implementation. 
Effective Immediately- If the parcel is in a flood zone, you must apply in person for the permit at the New Port Richey office only.

As of March 2, 2016, All Applications for Commercial Permits will only be accepted in the New Port Richey Office.  We apologize for any inconvenience.

Online Permits
We have an online permitting system Pasco County Online Permitting where contractors are able to obtain simple permits online. View detailed information and instructions. Inspection requests are also available online, but a password will be necessary for you to be able to access these links.

    (Structural Damage Assessments Do Not require a Building Permit)
    All Ground settlement permits for Investigative or Remediation will be
      accessed a $25.00 Technology Fee at time of permit issuance.
      Effective June 8, 2015.

       Sheds, Barns, and SFR Repairs less than 25%)

Walk Through Permitting (New Port Richey Office Only)
Effective immediately the only permit types that are available for walk-through permitting are:
  • Roofing
  • Replacement Windows and Doors - Including Garage Doors
  • Residential Irrigation
  • Add Screen Wall Under a Truss Roof
  • Residential Demolition

Properties with Stop Work Orders are excluded from walk through process.

Building Permit Applications

Building permit applications are verified for compliance with floodplain regulations, zoning setback and coverage requirements, comprehensive plan, contractor licensing, and other local regulations. Services are provided in three locations:
  • Dade City
  • Land O' Lakes
  • New Port Richey

Suspension of Impact Fees
In March 2011 the Board of County Commissioners adopted an Ordinance to temporarily suspend the collection of the facilities portion of the Park and Recreation, Library, Fire Combat and Rescue, and Hurricane Preparedness impact fees. The initial suspension was in effect through December 2012. A second Ordinance was adopted in December 2012 extending the suspension of these impact fees through December 31, 2013. Effective as of January 1, 2014 that suspension expires and the County will again collect those fees

Impact Fees
Central Permitting is also responsible for assessing and collecting impact fees: transportation, mobility, parks and recreation, libraries, schools, emergency services, hurricane mitigation, as well as the collection of resource recovery fees.

Rules & Regulations
The division assists in the administration of the flood damage prevention rules and regulations.

Preparation of Monthly Reports
Monthly reports prepared by the division include financial spreadsheets, building permits issued per location (New Port Richey, Land O'Lakes and Dade City) sorted by type of construction permitted, housing activity statistics, Permit Values Accumulation Report, Utilities Report of new structures and Health Department Report of building permits issued, which are using septic tank systems. Quarterly reports are prepared for State-mandated RADON collection and Pasco County transportation impact fee agreements.

Forms of payment accepted?
Cash, Check or Credit card (Visa, Mastercard, or Discover) payment can be used on everything except Mobility and Impact fees. If using a credit card the transaction must be a minimum of $5.00.
