Mission Statement
The mission of Community Development is to improve the quality of life and housing conditions of residents through the fair, ethical and honest administration of local, state and federal programs.

The Pasco County Community Development Department administers the County's neighborhood revitalization, housing and homeless programs utilizing Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), State Housing Initiatives Partnership (SHIP), Housing Preservation Grant (HPG) and Neighborhood Stabilization Program (NSP) funds.

The Department also is the principal government agency for Pasco County for Homeless Programs and administers the Housing Finance Authority.

Annually, we receive approximately $8 million dollars to assist the very low to moderate income citizens of Pasco County. Some of our activities are as follows:
  • Developing Public Facilities
  • Funding Public Services
  • Homebuyer Programs
  • Not-for-profit Agency Housing Development


During the 2015-2016 program years, funding from the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and the Emergency Solutions Grant (ESG) Programs have funded a variety of projects throughout Pasco County.  As part of our efforts to keep citizens informed of the status of these projects, the 2015 Consolidated Annual Performance and Evaluation Report, Summary of Accomplishments Report, Financial Summary Report, and the Summary of Activities Report covering the period of October 1, 2015, through September 30, 2016, is available for review for a 15-day comment period from December 6, 2016, through December 29, 2016, at the office of the Pasco County Community Development Department, 5640 Main Street, Suite 200, New Port Richey, FL 34652 and on the Pasco County Community Development Department website at  Pasco County will consider any comments or views of citizens received during the public-comment period.  A summary of comments or views will be attached to the performance report and submitted to the U.S. Department of Housing and Urban Development on December 30, 2016.  Contact Charlene Daprile, Assistant Community Development Director at 727-834-3445 if you have any questions, or would like to discuss the report.

Pasco County is amending its 2014 Action Plan to add a new project allocating CDBG funds uncommitted to other activities.  

Agency/Project Name:        Lighthouse for the Visually Impaired and Blind, Inc.
Project Description:             Acquisition of Real Property  

            Allocation Amount:              $400,000.00
            National Objective:              570.208(a)(2)(i)(B) Limited Clientele
            Eligibility Citation:                570.201(a) Acquisition

The agency will use this opportunity to build a larger facility to meet the growing need for services hindered by the size of their current facility.  A public hearing will be held at 3:00 P.M. on October 3, 2016, at the Community Development Department, 5640 Main Street, Suite 300, New Port Richey, FL 34652 to receive any public comments on this amendment, or you may contact Charlene Daprile, Assistant Manager at 727-834-3445.

                                           PUBLIC MEETING NOTICE




 The Pasco County Community Development Department will hold a special public meeting to explain the competitive CDBG application process for Public Facility projects.  If you are unable to attend, you may contact the Community Development Department at (727) 834-3445, 5640 Main Street, Suite 200, New Port Richey, for information.
