Meet the Intergovernmental Affairs Team
The Office of Intergovernmental Affairs communicates information about programs and services provided by Pasco County government to the county's citizens, members of the U.S. Congress, the Florida Legislature, and other local elected and appointed officials. 

Intergovernmental Affairs also develops and coordinates State and Federal Legislative Programs on behalf of the Board of County Commissioners and the County Administrator, and represents the Board of County Commissioners and the County Administrator to the Governor, the Cabinet, the Florida Legislature, and the United States Congress.

Paula Baracaldo - Program Manager

Paula Baracaldo is the Intergovernmental Affairs Office Program Manager. In this position, she oversees and manages public outreach initiatives, advocacy efforts for the legislative and policy priorities of the Board of County Commissioners and the County Administrator. She is responsible for educating, responding to, and interacting with the public and community partners. Originally from Colombia, Paula is bilingual – speaking fluent Spanish – and has been a Pasco County resident since 1999.  

During her tenure at Pasco County, she has worked in a variety of roles throughout the organization, focusing on legislative issues, policy analysis, logistics and public outreach. Passionate about ‘good governance,’ Paula holds a Bachelor of Arts degree majoring in International Studies and Political Science and Government from the University of South Florida and a Master's of Public Policy and Administration from Northwestern University.

Paula enjoys traveling, reading, rooting for her favorite soccer team – Barcelona FC – and is an avid follower of foreign films.

Ralph Lair - Intergovernmental Affairs Officer

Ralph Lair was named the first Intergovernmental Affairs Officer for Pasco County in November 2014.  Mr. Lair oversees Pasco County’s Intergovernmental Affairs Office, and is responsible for directing the Department’s legislative and regulatory affairs at the local, state and federal levels.

Mr. Lair also develops and promotes Pasco County’s federal and state legislative and regulatory goals and objectives.  He works closely with elected officials, federal and state agencies, local chambers and the business community to protect and promote the interests of the Pasco County Board of County Commissioners.

Lair has served in the public policy and legislative arena for over 23 years. Prior to joining the County, he was the Chief Legislative Assistant to former Speaker Will Weatherford, and had been a legislative assistant to three past members in the Florida House of Representatives.

In addition to his service in the Florida Legislature, Ralph has worked at the Southwest Florida Water Management District as a Senior Community Affairs Coordinator, and at the Florida Public Service Commission as a Senior Analyst.  Mr. Lair also was the Executive Director for Florida-Stop Lawsuit Abuse.

Mr. Lair was appointed by the Speaker of the Florida House to serve as a member of the Florida Greenways and Trails Council, and currently is the Vice Chair of the Council. 

Lair holds a bachelor’s degree in Political Science from Florida State University.  A native of Florida, he is a lifelong resident of Pasco County.
