Paving Assessment (PVAS) Program
Bowman Road Before PVAS
Bowman Road was historically an unpaved surface.
Pasco County has a carefully structured Paving Assessment (PVAS) Program that allows the pavement of certain unpaved roadways. As described in above link, the process involves a Petition and approval by the Board of Pasco County Commissioners. Many roadways have been paved using this process, including Bowman Road (PVAS No. 762), as described below.

Bowman Road Paving Assessment Project:
The Bowman Road pavement is a PVAS success story that  included one mile of unpaved, County maintained road. The project also included a set of Railroad tracks and a bridge over the Southwest Florida Water Management District 'Bypass Canal. A segment of the road also goes through Pinellas County, so Pasco County needed to obtain the right-of-way from Pinellas County, to be able to complete the project. Obtaining the right-of way from Pinellas County took 3 years.

Once the right of way was obtained, permits from the Southwest Florida Water Management District and CSX Railroad were also needed. The now paved Bowman Road is seen in the image at right. A job well done!
