Operation and Maintenance:

The Stormwater Management Division provides operation and maintenance services for the County's drainage assets. This program is inspections-based and covers:

  • Retention/Detention Pond Cleaning
  • Mowing of Drainage Ditches and Dry Retention Systems
  • Road Litter Control
  • Aquatic Weed Control
  • Drainage Pipe Repair and Replacement

Municipal Service Benefit Unit (MSBU) Maintenance:

Other drainage assets not historically owned by the County, but which may be part of established Municipal Service Benefit Units, are sometimes part of the County's maintenance and operation responsibility as defined in legal documents establishing such MSBUs. MSBUs typically serve specific communities whose residents petition the Board of County Commissions for their formation. The MSBUs are typically funded by ad valorem taxes based on the Equivalent Residential Unit (ERU) computational method or non-ad valorem taxes.

Specific NPDES Permit Requirements:

The County's National Pollutant Discharge Elimination System (NPDES) permit imposes additional maintenance requirements on the County's Municipal Separate Storm Sewer Systems (MS4) drainage infrastructure. This additional maintenance includes MS4 pipes/culverts, drainage inlets, catch basins and grates as well as drainage ditches and conveyance swales. A target of 10 percent is expected for MS4 maintenance activities.
