What is the Jobs and Economic Opportunities Committee?
The Jobs and Economic Opportunities Committee (JEOC) was created by resolution on March 24, 2015. The JEOC consists of volunteer members appointed by the Board of County Commissioners (BCC), representing manufacturing, finance/banking, agriculture, real estate, and other private industry. A minimum of five members is required, however, up to four additional members may be appointed by the BCC. Click Here for the resolution. 

The purpose of the JEOC is to:
  1. Receive updates on the status of projects funded through the JEO Trust Fund Program;
  2. Receive quarterly updates on JEO Trust Fund revenues and expenditures; 
  3. Hear and make recommendations on JEO Trust Fund Program marketing initiatives and campaigns; and
  4. Present an annual report to the Board of County Commissioners as to whether the JEO Trust Fund Program is progressing in the desired direction.

Constance Cranford - JEOC Chair
Mrs. Constance Cranford (“Conny”) is co-founder and President of Evolutions Healthcare Systems, Inc., specializing in helping employers and healthcare providers create customized solutions for managing the ever increasing cost of healthcare. Mrs. Cranford is a member of the Pasco CEO Roundtable and avid supporter of the development and the future success of Pasco County.

Kevin Riggs - JEOC Vice Chair
A financial business consultant for closely held, family businesses, Mr. Kevin Riggs has experience in government, public accounting, and private industries. Since 2007, he has been the principal owner of Renaissance Consulting & Development, LLC. As a graduate of the University of Florida’s Fisher School of Accounting and University of South Florida’s Master’s program, Mr. Riggs has leveraged his unique perspective and experience to bring clients closer to their long term goals through process improvement and prudent financial and tax management. He is an Enrolled Agent and qualified administrator of the Myers-Briggs Type Indicator ™.

David Key

Mr. David Key is actively involved with the Pasco Education Foundation and has served as its Chairman, executive committee and several other committees since 2005. Mr. Key is also active in serving the Florida Banker’s Association as a member of its Government Relations Committee. He earned his MBA and undergraduate degree from the University of South Florida. 

Michael Mauger
Mr. Michael Mauger is a commercial real estate executive with Doyle & McGrath Real Estate LLC. Mr. Mauger focuses on investment properties, including the buying, selling and leasing of offices, retail centers, warehouses, and multifamily apartments. He is licensed in the state of Florida but does most of his business in Pasco and Hillsborough Counties. In addition to commercial real estate, Mr. Mauger is also a business broker helping buyers and sellers to buy and sell businesses. 

Tom Nihra
Mr. Tom Nihra is the Vice President of J.T.D. Enterprises which manufactures telescopic aluminum tubing assemblies for a variety of applications including golf ball retrievers, flagpoles, and defense related applications. Employed with JTD since May of 1991, he has been involved in all facets of the manufacturing operation including production and scheduling, purchasing and contract negotiation, quality assurance and new product development. He was responsible for the planning and execution of the entire company relocation to Pasco County from Michigan in 2013.  Currently his role encompasses overseeing all sales efforts for the four company profit centers as well as strategic and long term vision and planning. He received a B.A. in Materials and Logistics Management (Supply Chain) from Michigan State University in 1989 and a M.S. in Manufacturing Management from Kettering University (formerly General Motors Institute) in Flint, Michigan in 1991.

Peter Rygiel
Mr. Peter Rygiel graduated from the University of Florida with an MBA in Marketing and St. John’s University, NY with a bachelor’s degree in Accounting. He currently works for AT&T as a Field Marketing Director in their Partner Channel. He has held various sales, marketing and project management roles with AT&T in the 16 years he has been employed there. Mr. Rygiel is a volunteer for the Civil Air Patrol in Wesley Chapel.
