Villages Pasadena Hills Stewardship Dist. Advisory Planning/Policy Committee
In 2006 the Board of County Commissioners (“BCC”) amended the Comprehensive Plan to create the Villages of Pasadena Hills (“VOPH”).  A key component of implementing the vision for the VOPH was the adoption of the J. “Ben” Harrill Villages of Pasadena Hills Stewardship District (“District”), a specialized, limited, single-purpose, dependent, special district of local government for the District lands.  The District is governed by a Board of Supervisors (“BOS”) and the BCC serves as the BOS.  A seven (7) member Advisory Planning and Policy Committee (“Committee”) has been established for the District and members of the Committee are appointed by the BOS.

The purpose of the Committee is to advise the BOS on various District matters such as District Manager selection and performance, District revenues and expenses, District infrastructure and funding, and other matters as deemed appropriate by the BOS.

The Committee is composed of seven (7) members appointed by the BOS.  Each Supervisor appoints one (1) member to the Committee.  The remaining two members are appointed by a quorum of the BOS based on the recommendation of the Supervisor whose district includes lands within the VOPH.  Each member shall either reside or own property within the District.  A designated representative from a partnership, trust, limited-liability-company, corporation, or other business entity owning real property within the District shall be entitled to serve as a Committee member even if such business entity designee is not a resident or property owner within the District.

Until 2027 at least four (4) of the Committee members shall be representatives of the Pasadena Hills Property Ownership Group, a group that participated with the County in the financing and development of the Pasadena Hills Area Plan and Pasadena Hills Financial Plan.  The remaining three members of the Committee must reside within the District unless less than three (3) qualified residents of the District wish to serve as members of the Committee.

The five (5) members appointed by an individual Supervisor shall serve terms co-extensive with the term of the Supervisor making the appointment.  The remaining two (2) members of the Committee who are appointed by a quorum of the BOS shall serve four (4) year terms.  Vacancies shall be filled in the same manner as the original appointment was made but the successor Committee member shall only serve for the balance of the unexpired term unless re-appointed to the Committee.

The Committee shall meet on an “as-needed” basis.
