Public Hearing - One Year 2015-2016 Action Plan - Proposed Statement of Activities and Community Development Objectives and Projected Use of Funds

The U.S. Department of Housing and Urban Development (HUD) has awarded Pasco County entitlement funds to improve the quality of life for low-and-moderate income persons.  The Pasco County 2013-2018 Five-Year Consolidated Plan was approved by HUD beginning October 1, 2013.  The Consolidated Plan serves as the comprehensive housing affordability strategy, community development plan, and submissions for funding under any of the Community Planning and Development formula grant programs, over a five-year period.  The one-year action plan serves as the application for program year Federal funds, and provides a description of the activities that Pasco County will undertake during the next year to address priority needs and objectives as indicated in the Consolidated Plan.  The formula grant programs covered by the plan include the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).  

On June 22, 2015, the Board of County Commissioners approved the activities as summarized below to address priority needs and objectives with CDBG, HOME, and ESG funds.  A public hearing will be held July 27, 2015, to receive public comment on the one-year action plan.  The public hearing will be at 3:00 p.m., at the Community Development Division, 5640 Main Street, 3rd Floor Conference Room, New Port Richey, Florida.  The one-year action plan will be scheduled for Board of County Commissioners approval on August 4, 2015, and will be filed with HUD prior to August 15, 2015.  Should you have any questions or comments concerning the plan, please contact George Romagnoli, Community Development Manager, at 727-834-3445.  If you would like to review said plan, it will be available June 22, 2015, at the Pasco County Community Development Division, 5640 Main Street, 2nd Floor, New Port Richey, Florida; and on the County website.  In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in these proceedings should contact the Community Development Division at 727-834-3445 at least seven (7) days prior to the date of the hearing.

Request for Qualifications - Not for Profit Agencies - 2012 Hess Drive

2012 Hess Drive, located in Ridgewood Gardens subdivision in Holiday Florida was initially acquired by Pasco County in 2009 through the National Community Stabilization Trust.  This property was transferred to Workforce Housing Ventures, an approved POP agency.  It underwent significant rehab and then was sold to an eligible homebuyer through the NSP Program.  This house, although not in a designated flood zone, is in a low-lying area.  The property may be prone to flooding from significant storm events.  The homebuyer for this property was permitted to sell this home back to WHV.

This agency would be required to rent the unit to an eligible individual or family, with an income level under 50% of the median income that is classified as special needs. A special needs household is homeless, disabled or have an income under 50% of the median income, or other similar group. However, the income must be under 50% of median income. That currently is as follows (adjusted for family size):

          1 person                       $20,100
          2 persons                     $23,000
          3 persons                     $25,850
          4 persons                     $28,700

Agencies must show that they have sufficient reserves to maintain the property if the property is vacant.

Rents are limited to “Low Home Rents” as defined by HUD. That amount is variable depending on the final bedroom structure of the building.

An open house will be conducted at the property on June 18, 2014 at 2:00 PM, where you can inspect the property, and staff will be available to answer questions. Final decisions on property transfer shall be made by the Board of County Commissioners.

Public Notice - 2012 Consolidated Annual Performance and Evaluation Report

The Community Development Block Grant Program, HOME Investment Partnerships Program, and the Emergency Solutions Grant program have funded a variety of projects throughout Pasco County. As part of our efforts to keep citizens informed of the status of these projects, the 2012 Consolidated Annual Performance and Evaluation Report, Summary of Accomplishments Report, Financial Summary Report, and the Summary of Activities Report covering the period of October 1, 2012, through September 30, 2013, is available for review for a 15-day comment period from December 9, 2013, through December 27, 2013, at the office of the Pasco County Community Development Division, 5640 Main Street, Suite 200, New Port Richey, FL 34652. Pasco County will consider any comments or views of citizens received during the public-comment period. A summary of comments or views shall be attached to the performance report. The Pasco County Community Development Division will hold a public hearing on March 28, 2012, to discuss the Substantial Amendment to the 2011 Consolidated One Year Action Plan.
