It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

On February 11, 2003, the Board approved Task Order No. EDO03-006 to produce a route study evaluating potential improvements to approximately 2.3 miles of Osteen Road from Plathe Road to Orchid Lake Road.  The contract time was extended three times by change order.   Change Order No. 1 provided a 30 day extension to September 21, 2003.  Change Order No. 2 provided a 68 day extension to November 28, 2003, providing time to prepare for a second public workshop.  Change Order No. 3 approved a 94 day time extension to March 1, 2004, to allow preparation of a fourth alignment for Segment 5, and to hold a third public workshop.

 

Osteen Road within the study limits was subdivided into seven segments including the Massachusetts Avenue intersection.  The typical section proposed for all seven segments includes a two-lane undivided urban roadway with five foot wide sidewalks on each side of the road.   Stormwater runoff would be collected by the curb and gutters to be provided, and directed by underground drainage to stormwater ponds.  The roadway would use 12 foot wide travel lanes.  Along with the build alignments discussed below, the no build option, in which no improvement would be constructed, remains a viable option for the Board's consideration.  The route study analyzed the following five (5) factors for each of the roadway segments:  long range planning, safety, environmental factors, alternative alignments, and cost, as well as other relevant factors.  The alignments considered are described below:

 

Segment 1 - This segment runs along Osteen Road from Plathe Road to Lakewood Estates, a distance of approximately 0.50 mile.  Three alignments were considered for this segment, each would require right-of-way acquisition along the entire length of the segment.  Alignment "A" would acquire additional right-of-way from both sides of the existing 30 foot wide right-of-way.  Alignment "B" would acquire all needed right-of-way from the west side, and Alignment "C" would acquire needed right-of-way from the east side.   Alignment "C" is recommended for Segment 1.

 

Segment 2 - This segment runs from Lakewood Estates to Ernst Road, a distance of approximately 0.50 mile.  Two alignments were considered for this road segment which would require additional right-of-way along the entire segment.  Alignment "A" would require additional right-of-way predominantly from property on the east side of the road, but would require some right-of-way from the west side for the northern half of the segment.  Alignment "B" would require all additional right-of-way from the east side of the existing alignment.  Alignment "A" is recommended for this segment.

 

Segment 3 - This segment runs from Ernst Road to Massachusetts Avenue, a distance of approximately 0.37 mile.  Alignment "A" would require additional right-of-way from nine parcels of land located on the east and west sides of the existing right-of-way.  Alignment "B" would require right-of-way from four parcels of land, all on the west side of the existing alignment.  Alignment "B" is recommended for this section.

 

Segment 4 - This segment runs from Massachusetts Avenue to 400 feet south of Yucca Drive, a distance of 0.16 mile.  Sufficient right-of-way exists for this road segment except at the northeast corner of Osteen Road and Massachusetts Avenue where additional right-of-way is needed from one parcel.  Alignment "A," the build option considered for this segment, acquires the needed right-of-way from that one parcel.  The build alignment is recommended for this road segment.


Segment 5 - This segment runs from 400 feet south of Yucca Drive to Genesis School, a distance of approximately 0.29 mile.  Four alignments were considered for this segment of Osteen Road.  Each of the four build alignments would require the acquisition of right-of-way and would have an impact on the residents of the Magnolia Valley Subdivision.  Therefore, based on the five factors, including public comment, as well as other relevant factors, the no build alignment is recommended for this segment.

 

Segment 6 - This segment runs from Genesis School to Orchid Lake Road, a distance of 0.50 mile.  This segment of Osteen Road has an existing two lane road with sidewalks on each side, constructed in approximately 60 feet of right-of-way.  Since the existing geometry meets the planned improvements for this route study, no additional improvements are proposed.  No change in the existing geometry or right-of-way is recommended.  Therefore, the no build alignment is recommended for this segment.

 

Segment 7 - Improvements considered at the Massachusetts Avenue at Osteen Road intersection include providing left turn lanes on the Osteen Road approaches to the intersection and lengthening the existing left turn lane storage lengths on the Massachusetts Avenue approaches to the intersection.  Traffic signalization at the intersection was also proposed if it can be demonstrated that the warrants identified in the Manual on Uniform Traffic Control Devices can be met.   These improvements may require right-of-way corner clips.  Therefore, the build alignment is recommended for this segment.

 

On September 24, 2003, and October 29, 2003, public workshops were held.  The draft route study, including the build alignments and the no build alignment was presented and discussed with the attendees.  Pertinent comments from those meetings were summarized, and are incorporated into the final route study.  As a result of the comments and the route study analyses, the recommended alignment consists of Alignment "C" for Segment 1, Alignment "A" for Segment 2, Alignment "B" for Segment 3, the build alignment for Segment 4 with transition from three lanes at the Massachusetts Avenue intersection to the existing two lane pavement north of the intersection, the no build alignment for Segment 5, the no build alignment for Segment 6, and the build alignment for Segment 7.  The route study has been completed and is now presented for Board consideration.

 

ALTERNATIVES AND ANALYSIS:

 

Some alternatives available to the Board in this matter are:

 

1.      Approve the recommended alignment and allow the implementation of the route study as planned.

 

2.      Select another alignment.

 

3.      Direct staff as to other action desired by the Board.

 

RECOMMENDS AND FUNDING:

 

It is the recommendation of the Engineering Services Department that the Board approve Alternative No. 1.       

 

No additional funding is required at this time.
