DESCRIPTION AND CONDITIONS:
A public hearing is being held to receive public comment relative to the attached purchase and sale agreement for purchase of the subject sewer system, which has been negotiated pursuant to Pasco County's Request for Proposals (RFPs) to purchase private water and wastewater systems in Pasco County. Pasco County's consultant, Public Resources Management Group, Inc., has also prepared the attached resolution with public briefing document pursuant to requirements of Chapter 125.3401, Florida Statutes.
A public meeting was held on June 3, 2002, to discuss this potential purchase with sewer customers of the system. As a note, the existing 145 customers are currently potable water customers of Pasco County Utilities. The enclosed table, which compares wastewater charges, was presented to the customers that attended the public meeting. Our records reflect that each customer within the Terrace Park Subdivision currently consumes a monthly average of 3,000 gallons of potable water. Pasco County's wastewater rate for 3,000 gallons per month is $20.19 compared to the Sky Acres rate of $19.96, a difference of $.23 per month.
The purchase of this sewer system, the planned abandonment of the on-site package treatment plant, and the planned construction of a new on-site master pump station and off-site sewer force main will be funded 100 percent with funds appropriated by the Florida Legislature in 2000. The Sky Acres sewer customers will not be charged any commitment fees or impact fees, and they will become normal, retail wastewater customers when the purchase transaction is complete. This purchase is in the public's interest and complies with all requirements of such purchases as outlined in Florida Statutes and the attached resolution. Staff recommends approval of the attached purchase agreement for a cost of $10,000.00 and approval of the attached resolution with public briefing document. Also attached are letters which have extended the closing date from November 1, 2002, to January 24, 2003.
ALTERNATIVES AND ANALYSIS:
Approval of the attached purchase agreement and resolution with public briefing document will allow Pasco County to purchase this system as part of the County's current program to purchase private utility systems.
Disapproval of these documents will delay the purchase of this sewer system, which would not be in the public's interest.
RECOMMENDATION AND FUNDING:
The Utilities Services Branch recommends that the Board approve the attached proposed agreement and resolution, authorize the Chairman to execute the four agreements and four resolutions provided, and direct Secretarial Services to distribute the agreements and resolutions as follows: one original of each to be retained by Secretarial Services; one original of each to OMB, New Port Richey; one original of each to the Utilities Services Branch, New Port Richey; and one original of each to be mailed to:
