It is recommended that the data herein presented be given formal consideration by the Local Planning Agency (LPA):
DESCRIPTION AND CONDITIONS:
On November 30, 2001, Peter Geraci, Roy Geraci, Jr. and Geraci Family Associates Ltd. submitted an application to the Growth Management Department to change the Future Land Use classification pursuant to Chapter 163.3187 (1)(b), Florida Statutes, Amendment of Adopted Comprehensive Plan. The proposed map amendment is in conjunction with the Long Lake Ranch Development of Regional Impact (DRI). The applicants are requesting a Future Land Use classification change from RES-3 (Residential, 3 dwelling units per gross acre) to ROR (Retail/Office/Residential) on 329.9 acres. The property is located in South Central Pasco County in sections 27 and 28, Township 26, Range 18.
The Long Lake Ranch project will be constructed in two phases. Pasco County intends to impose a condition of the proposed Land Use Amendment limiting approval to Phase I of the DRI until such time that the DRI requirements for Phase 2 have been satisfied. The proposed ROR development within Phase I will be for 302,000 square feet of retail space. In addition construction of Sunlake Boulevard from State Road 54 to Lutz Lake Fern Road in Hillsborough County must take place during Phase I. The applicant will also be bound by all provisions of the Groundwater Protection Ordinance.
Pursuant to Section 163.3174, Florida statutes, LPA is required to make recommendations to the governing body regarding adoption or amendment of the Comprehensive Plan, or any element or portion thereof. The purpose of today’s public hearing is for LPA to obtain public comments on the proposed amendment and then make a recommendation to the full Board as to whether the proposed amendment should be transmitted to the Florida Department of Community Affairs (FDCA) for review.
The Board is not bound by the LPA recommendation and is not formally adopting the proposed FLUM amendment. This action is part of the required steps that need to be followed when the County is proposing an amendment to the Comprehensive Plan. On December 17, 2002, the Board will hold a transmittal public hearing, which simply submits the proposed amendment to various State agencies for their review and comments. FDCA is the lead review agency that will prepare a formal Objection, Recommendation, and Comment Report (ORC). The County will then have 60 days once ORC is received from FDCA to formally adopt the proposed amendment and transmit it to FDCA for compliance review (their final approval).
Staff expects the Board to consider formal adoption of the proposed amendment sometime in early May or June.
ALTERNATIVES AND ANALYSIS:
1. Adopt staff report as LPA’s report to the Board, which includes the recommendation that the Board transmit the proposed amendment to FDCA for further review.
2. Modify and then approve the proposed amendment.
3. Deny approval of the proposed amendment.
4. Direct staff to another course of action.
RECOMMENDATION AND FUNDING:
The Growth Management Department staff recommends that the Board approve Alternative No. 1.
Funding is not required for this action.
