It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.
DESCRIPTION AND CONDITIONS:
Attached is the ordinance adopting the Comprehensive Plan amendments to the Future Land use Element and Conservation Element. The proposed amendments include the following:
1. Chapter 2, Future Land Use Element
a. Policy 5.4.1 - Addresses the establishment, review, and modification of public water supply, wellhead protection areas based upon the September 25, 2001, Pasco County Groundwater Protection Study for all public water supply wells that have a permitted pumping capacity of over 100,000 gallons per day.
b. Policy 5.4.2 - Requires the County to adopt a Groundwater Protection Ordinance.
c. Policy 5.4.3 - Prohibits certain uses/activities in wellhead protection areas designated for the five-year and ten-year travel time.
d. Policy 5.4.4 - Deleted the word "which" in the second line and inserted the word "that".
2. Chapter 3, Conservation Element
a. Objective 2.1 - Deleted the word "Wellfield" and inserted the words "Water Resource" in the heading.
b. Policy 2.1.1 - Inserted the same language as used in Policy 5.4.1 of the Future Land Use Element.
c. Policy 2.1.2 - Requires the County to adopt a Groundwater Protection Ordinance.
d. Policy 2.1.2 - Protects water resources by implementing the National Pollutant Discharge Elimination System permitting program.
e. Policy 2.1.5 - Deleted the words "Cones of Influence" and inserted the words "Zones of Contribution" in the third line.
ALTERNATIVES AND ANALYSIS:
1. Adopt the ordinance and approve and authorize the Chairman to execute all originals of the ordinance.
2. Adopt modifications to the ordinance and approve and authorize the Chairman to execute all originals, as modified, of the ordinance.
3. Not adopt the ordinance.
4. Direct staff as to other action desired by the Board.
RECOMMENDATION AND FUNDING:
The Growth Management Department staff recommends that the Board adopt Alternative No. 1 and direct Secretarial Services to distribute the originals as follows: one original is to be retained by Secretarial Services and two originals are to be returned to the Growth Management Department for forwarding to the Florida Department of Community Affairs with the necessary plan documentation.
No funding is required for this action.
