It is recommended that the data herein presented be given formal consideration by the Board sitting as the Local Planning Agency (LPA).
DESCRIPTION AND CONDITIONS:
Section 163.3187, Florida Statutes, allows a local government to process Comprehensive Plan Amendments not more than two times during any calendar year. This is the second of two cycles for the year 2002. For this cycle, Growth Management Staff has reviewed a total of six (6) amendments. They include 4 Future Land Use Map Amendments, an update of the Pasco County Capital Improvements Element (CIE) including FY 2002-2006 capital improvements, and an Update to policies 1.1.7, 1.1.8 and 1.1.9 of the Transportation Element of the Pasco County Comprehensive Plan.
The 4 future land use map amendments include a change to the Future Land Use Map from RES-3 (Residential, 3 dwelling units per gross acre) to IL (Industrial-Light) & IH (Industrial-Heavy) on approximately 66.35 acres located north of SR 54, one mile east of C.R. 587; a change to the Future Land Use Map from RES-1 (Residential, 1 dwelling unit per gross acre) to RES-3 (Residential, 3 dwelling units per gross acre) on approximately 1,034 acres, located 1.5 miles north of S.R. 54 between County Road 577 (Curley Road) and County Road 579 (Handcart Road); a County Initiated change to the Future Land Use Map from RES-1 (Residential, 1 dwelling unit per gross acre) to RES-3 (Residential, 3 dwelling units per gross acre) on approximately 1,660 acres located 1 mile north of S. R. 54 between Curley (County Road 577) and Handcart Road (County Road 579); and a second County Initiated change to the Future Land Use Map from RES-6 (Residential, 6 dwelling units per gross acre) to ROR (Retail/Office/Residential) on approximately 36 acres located approximately 230’ east of U.S. 19, and 1½ miles north of S.R. 52. Further analysis of these requests is included in the attached Staff Report.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
On September 19, 2002 the Pasco County Development Review Committee (DRC) discussed the proposed bi-annual Comprehensive Plan Amendments. Staff’s report to the DRC was for all proposed amendments to be forwarded to the LPA, with a recommendation that the LPA adopt staff’s report as the LPA’s report to the Board.
ALTERNATIVES AND ANALYSIS:
1. Adopt staff’s report as the LPA’s report to the Board, which includes the recommendation for approval of the proposed amendments.
2. Recommend denial of the Biannual Comprehensive Plan Amendments to the Board.
3. Direct staff to another course of action.
RECOMMENDATION AND FUNDING:
The Growth Management Department staff recommends that LPA approve Alternative No. 1, and forward all proposed amendments to the Board.
No funding is required for this action.
