It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

The property owners fronting Oakshire Drive have submitted a petition requesting road paving at a maximum assessment of $510.89 per lot. Of the 32 property owners (32 lots), 21 or 66 percent (66%) responded to the petition.  Of the 21 responses received, 15 or 71 percent (71%) have signed a petition in favor of the assessment.  The paving will provide a particular and special benefit to property owners.  These benefits include, but are not limited to, an increased use and enjoyment of the property; potentially increased property values; improved public health, safety, and welfare considerations; and better access for public safety and service vehicles.  It is requested that the Board consider the special benefits received in determining whether the property owners should be specially assessed for the roadway reconstruction and paving.  All the requirements in Ordinance No. 02-17 have been met to date, including a notice published on September 6, 2002, in the St. Pete Times, Pasco Edition, and notification by first-class mail to all property owners listed on the roll.  When final completion has been achieved and the Board has approved and directed the recording of a final assessment roll, the final assessment roll shall constitute a lien on each property under the provisions of Ordinance No. 02-17.

 

Oakshire Drive is located in Section 22, Township 25 South, Range 16 East, approximately 0.2 miles north of the intersection of Embassy Boulevard and Regency Park Boulevard. The Oakshire Drive Paving Assessment project being resurfaced is located between Regency Park Boulevard and Glen Moor Lane, and is approximately 30 years old.  This is a County maintained road.  Right-of-way is by plat.

 

The Engineering Services Department proposes to level where necessary, resurface within existing length and width with Hot Mix Asphalt, and install necessary signs and markings.  There are no drainage alterations included in this project.

 

A project cost estimate, based upon site inspection, proposed improvements, and the Annual Asphalt Contract, totals a maximum of $16,348.48, or $510.89 per benefited lot.

 

This is a single public hearing in accordance with Article 1, Section 94-9, of Ordinance No. 02-17.

 

ALTERNATIVES AND ANALYSIS:

Based upon the information provided, some of the alternatives available to the Board in this matter are:

 

1.      Accept the petition and authorize the Engineering Services Department to proceed with the paving of Oakshire Drive; approve the attached assessment roll; and adopt the attached resolution setting a maximum assessment of $510.89 per benefited lot for annual installments over a five-year period with 7.00 percent (7.00%) interest on the unpaid principal balance.

 

2.      Authorize modification of the roll, assessment, or project as desired by the Board. 

 

3.      Discontinue the project.

 

 

RECOMMENDATION AND FUNDING:

 

The Engineering Services Department recommends that the Board approve Alternative No. 1, authorize the Chairman’s signature on the attached resolution, and direct Secretarial Services, Dade City, to distribute as follows: one copy of the executed resolution to Engineering Services Department, Design/Stormwater Management Division, New Port Richey; and one copy of the executed resolution to Development Services Administration, New Port Richey.
