It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

A public hearing has been scheduled for September 17, 2002, at 9:30 a.m., in the Board Room, Second Floor, at the Historic Pasco County Courthouse, 37918 Meridian Avenue, Dade City, Florida.

 

The residents of Otis Moody have petitioned Pasco County to establish this subdivision as a "Streetlight Area."  The submitted petitions represent a 53 percent affirmative vote.  There are 36 property lots within the proposed service area.  The Withlacoo­chee River Electric Cooperative has reviewed the area and has designed a lighting system that will be in conformance with the "American National Standard Practice for Roadway Lighting" and requires the installation of eighteen 100-watt sodium vapor luminaries equipped with 9,500-lumen lamps and one 30-foot wooden pole.  This proposed service area would fall into our "Special Density Category," which presently dictates a yearly assessment of $38.00 per lot as in accordance with the provisions of the Pasco County Code of Ordinances, Chapter 94, Article II, Sections 94-46 through 94-56.

 

ALTERNATIVES AND ANALYSIS:

 

1.                  Approval of the installation would provide all motorists and pedestrians with adequate roadway lighting and will bring this area into conformance with the "American National Standard Practice for Roadway Lighting."

 

2.                  Disapproval of this installation will allow this area to remain below the "American National Standard Practice for Roadway Lighting" and will allow a safety hazard to remain.

 

RECOMMENDATION AND FUNDING:

 

The Utilities Services Branch recommends that the Board approve the attached contracts, authorize the Chairman to execute the four original contracts and one photocopy provided with Withlacoochee River Electric Cooperative and the attached resolutions, and direct Secretarial Services to distribute as follows:  since the contracts have not been signed by Withlacoochee River Electric Cooperative representatives, Secretarial Services will retain the photocopy and mail the four originals to Withlacoo­chee River Electric Cooperative at:

Upon signing, Withlacoochee River Electric Cooperative is to retain one original for their records and return the three executed documents to Secretarial Services.  Secretarial Services will, in turn, retain one original and distribute the remaining as follows:  one original to OMB, New Port Richey; and one original to the Utilities Services Branch.  Payments will be made to the address listed above.


Per the contract, the monthly charges of $104.94 (annual charges of $1,259.28) will be paid from the Special Density Category Account No. B701-812100-34310.  Payments will be based on monthly invoices.  The contract will become effective on the date that service is energized and will be in effect for a period of ten years and shall continue thereafter until terminated by either party, in writing, with a 60-day notice prior to termination.
