It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

A public hearing has been scheduled for September 11, 2002, at 9:30 a.m., in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey, Florida, for the approval of the Fiscal Year 2002-03 Solid Waste Assessment Roll.

 

On September 4, 2002, the Board adopted a resolution pursuant to the Pasco County Code of Ordinances, Chapter 90, Section 90-119, establishing annual disposal assessments, tipping fees, and other rates, fees, and charges for funding the Solid Waste Disposal and Resource Recovery System.  Additionally, the Board authorized the preparation of an Annual Solid Waste Disposal and Resource Recovery System Assessment Roll and preparation of appropriate bills.

 

The Annual Solid Waste Disposal and Resource Recovery System Assessment Roll has been established with the exception of nominal deletions or modifications due to pending appeals and annual returns for credit.  These appeals and credits will be completed prior to the mailing of assessment bills.  All nonresidential assessment bills will be billed directly by the Pasco County Utilities Services Branch, whereas all residential assessment bills will be incorporated with the Tax Collector's property tax bill which is anticipated to be mailed around the first week of November 2002.

 

ALTERNATIVES AND ANALYSIS:

 

The Annual Solid Waste Disposal and Resource Recovery Assessment Roll must be approved prior to the printing and mailing of the assessment bills.  Additionally, the roll is a necessary funding mechanism of the Solid Waste Disposal and Resource Recovery System.

 

Approval of the roll will allow the final preparation for the mailing of the assessment bills to proceed and, ultimately, will provide the necessary funding for the Solid Waste Disposal and Resource Recovery System.

 

Disapproval of the roll will delay the final preparation of the assessment bills.

 

RECOMMENDATION AND FUNDING:

 

It is recommended that the Board approve the Assessment Roll and Budget for the Annual Solid Waste Disposal and Resource Recovery System for Fiscal Year 2002-03 pursuant to the Pasco County Code of Ordinances, Chapter 90, Section 90-119, and authorize the County Administrator to act as agent for the Board to execute the Certificate to Non-Ad Valorem Assessment Roll.

 

No funding is required.
