It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.
DESCRIPTION AND CONDITIONS:
A public hearing has been scheduled for September 4, 2002, at 9:30 a.m., in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey.
The resolution is being presented pursuant to the provisions of the Pasco County Code of Ordinances, Chapter 90, Article III, which provides for the levy of assessments and charges for the disposition of solid waste into the County's Solid Waste Disposal and Resource Recovery System.
As proposed, the tipping fee would remain the same at $49.30/ton, resulting in an Equivalent Resident Unit (ERU) of $54.00 per year.
New rates requested for approval are as follows:
1. Refrigerator and air conditioning units brought to our recycling center by residents. These units require Freon removal as dictated by the Florida Department of Environmental Protection. A $3.00 charge per unit would assist in offsetting costs.
2. Propane tanks (20-pound tanks for outdoor grills): Labor is necessary to remove the valve stem, which is required prior to any scrap metal dealer taking these units. By charging $3.00 per unit, this would assist in offsetting costs.
3. Electronics/computers: Labor is required to manage this component of the waste stream. The following rates will assist in offsetting the costs:

This resolution establishes the specific assessments, tipping fees, and other charges. This resolution sets forth the rates to be considered by the Board and to be utilized in billing the owners of improved real property of the annual disposal assessment.
This resolution was presented to the Solid Waste Citizens' Advisory Committee on July 9, 2002. The Committee, after review, voted to support the said proposed resolution.
ALTERNATIVES AND ANALYSIS:
Approval of the resolution establishing annual disposal assessments, tipping fees, and other rates for the Solid Waste Disposal and Resource Recovery System will provide funding for the Solid Waste Disposal and Resource Recovery System.
Disapproval of the resolution establishing annual disposal assessments, tipping fees, and other rates for the Solid Waste Disposal and Resource Recovery System will not provide funding for the Solid Waste Disposal and Resource Recovery System.
RECOMMENDATION AND FUNDING:
It is recommended that the Board approve the attached resolution establishing proposed annual disposal assessments, tipping fees, and other rates, fees, and charges for funding the Solid Waste Disposal and Resource Recovery System and authorize the Chairman to execute the same. It is further recommended that the Board direct Secretarial Services to forward one copy of the resolution with exhibits to the Utilities Services Branch in New Port Richey.
No funding is required.
