It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.
DESCRIPTION AND CONDITIONS:
On February 26, 2002, the Board accepted the Libraries Master Plan, the PASCO COUNTY LIBRARY SYSTEM STRATEGIC PLAN, JANUARY 2002, formulated by Wade-Trim, Inc. The Master Plan recommended the implementation of an impact fee for each new single-family and multi-family dwelling unit in the amounts of $144.58 and $96.58, respectively.
At the direction of the Board, the Libraries Department introduced the Libraries Impact Fee Ordinance to the respective advisory committees for review and discussion. On July 23, 2002, the Board reviewed recommendations presented by the committees and those recommendations supported by the Libraries Department and the Board are herewith incorporated into the attached Libraries Impact Fee Ordinance. The Libraries Impact Fee Ordinance comprises the following minor revision as directed by the Board on July 23, 2002:
1. Revised Section 4.02, paragraph G.3. changing “Construction Costs of Library Facilities” to read “Costs of Library Facilities as defined in Article I, Section 1.02”.
The first public hearing on the revised Libraries Impact Fee Ordinance took place on August 20, 2002, and the second public hearing was scheduled for September 4, 2002, at 9:30 a.m., New Port Richey.
ALTERNATIVES AND ANALYSIS:
The Board may:
1. Hold a second public hearing, receive public comment, and adopt the Libraries Impact Fee Ordinance.
2. Direct staff to other alternatives.
RECOMMENDATION AND FUNDING:
The Libraries Department, with concurrence of the County Attorney’s Office, recommends Alternative No. 1.
County funding is not required for this action.
