It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

A public hearing has been scheduled for August 27, 2002, at 9:30 a.m. in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey, Florida.  The Utilities Services Branch has requested that Forest Lake Estates be reviewed for additional streetlights to bring it into confor­mance with the "American National Standard Practice for Roadway Lighting."  Florida Power has reviewed this request, and their Engineering Department found that 24 existing 50-watt high-pressure sodium vapor luminaries equipped with 4,000-lumen lamps need to be upgraded to 100-watt high-pressure sodium vapor luminaries.  They also found that fourteen additional 100-watt high-pressure sodium vapor luminaries and twelve 30-foot concrete poles will need to be added as in accordance with the provisions of the Pasco County Code of Ordinances, Chapter 94, Article II, Section 94-49.

 

Due to the years that have passed with increasing costs and the proposed lighting upgrades, an analysis was performed to determine that the assessments are still proper.  In order to properly recoup a loss in administering the assessment program for this streetlight area, Pasco County now desires to increase the annual assessment to $40.00.  Currently the annual assessment for this streetlight area is $25.08.  The lighting upgrades would also require a one-time installation charge of $38.90 per parcel.  The Pasco County Code of Ordinances, Chapter 94, Sec­tion 94-55, allows for this action.

 

ALTERNATIVES AND ANALYSIS:

 

1.                     Approval of the street lighting upgrades will provide all motorists and pedestrians with adequate roadway lighting and will bring this area into conformance with the "American National Standard Practice for Roadway Lighting."  Also, approval of the assessment increase will allow for recouping our costs associated with managing this streetlight area.

 

2.                    Disapproval of the street lighting upgrades will allow this area to remain below standard and will allow a safety hazard to remain.  The Board may also disapprove the increase in the assessment and not allow for the recapture of the costs of the streetlights.

 

RECOMMENDATION AND FUNDING:

 

The Utilities Services Branch recommends that the Board approve the attached contract, authorize the Chairman to execute the four original contracts with Florida Power Corporation, and direct Secretarial Services to distribute as follows:  one original to be retained by Secretarial Services; one original to OMB, New Port Richey; one original to the Utilities Services Branch, New Port Richey; and one original to be mailed to:

Payments will be mailed to the above address.

 

Per the contract, the monthly charges of $655.38 (annual charges of $7,864.56) along with the installation charges of $8,206.41 will be paid from the Special Density Category Account No. B701-812100-34398.  Payments will be based on monthly invoices.  The contract will become effective on the date that service is energized and will be in effect for a period of five years and shall continue thereafter until terminated by either party, in writing, with a 60-day notice prior to termination.
