DESCRIPTION AND CONDITIONS:
The Board approved the submittal of a grant application for a comprehensive architectural survey of Central Pasco County, to the Florida Department of State, Division of Historical Resources, on August 21, 2001. The purpose of the architectural survey is to 1) provide an accurate and timely planning tool that identifies residential and nonresidential structures that are older than 50 years (census numbers do not include nonresidential structures); 2) introduce the lower-income homeowner of older, historic, structures to the housing repair and rehabilitation programs offered through the Pasco County Community Development Division; and 3) assist in the development of heritage tourism in Pasco County.
The Growth Management Department staff recommended the historical survey of Central Pasco County be accomplished. A consultant will be selected to accomplish the following: 1) complete two sets of the Master Site File Form for all structures, a map showing the location of the structure and photographs of the structures older than 50 years of age that includes architectural information, a statement on the condition of the structure, a map showing the location of the structure, a map showing the location of the structure and photographs of the structure; 2) recommend areas eligible for the National Register of Historic Districts and assist in the preparation of applications to obtain a designation; 3) recommend individual structures eligible for the National register; 4) recommend individual structures for addition to the Pasco County’s register; and 5) recommend revisions to the Pasco County Historical Ordinance.
The Florida Department of State, Division of Historical Resources, notified the Pasco County Growth Management Department on July 15, 2002, that the Central Pasco Survey Grant Project was approved for $16,500.00. The project must be initiated within the first 90 days of the grant award, or October 13, 2002. The first report is due to the Florida Department of State, Division of Historical Resources, no later than October 31, 2002, with subsequent reports to be submitted no later than January 31, 2003; April 30, 2003; and July 31, 2003.
The Grant Manager for the project has provided two originals of the historic preservation grant award agreement, one original of an addendum to the grant award agreement, and four requests for advanced payment. Upon execution of these documents by the Board, the two original agreements, one addendum, and the requests for advanced grant payment will be forwarded to the Florida Department of State, Division of Historical Resources, one original each of the agreement and addendum will be returned to the Growth Management Department.
ALTERNATIVES AND ANALYSIS:
1. Approve the Historic Preservation Grant Award Agreement Survey and Planning Grant (Grant No. F0218) between Pasco County and the Florida Department of State, Division of Historical Resources, and authorize the Chairman to execute the attached agreement, addendum to the grant agreement, and the four requests for advanced grant payment.
2. Decline to accept the grant funding to perform the Central Pasco County Survey.
3. Direct staff as to other course of action.
RECOMMENDATION AND FUNDING:
The Growth Management Department staff recommends that the Board approve Alternative No. 1 approving the Historic Preservation Grant Award Agreement Survey and Planning Grant (Grant No. F0218) between Pasco County and the Florida Department of State, Division of Historical Resources; authorize the Chairman to execute the attached agreements, addendum to the grant agreement, and the four requests for advanced grant payment; and direct Secretarial Services to return the documents to the Growth Management Department for transmittal to the Florida Department of State, Division of Historical Resources. Upon execution by the Florida Department of State, Division of Historical Resources, one original each of the agreement and the addendum to the grant agreement will be returned to the Growth Management Department. The original agreement and addendum will be forwarded to Secretarial Services and copies of these documents will be provided to the Office of Management and Budget.
The Growth Management Department has been awarded a Community Development Block Grant (CDBG) for the $18,327.50 match required for the project. The Grant Manager for the project has indicated that Pasco County can proceed with development of the Request for Qualifications; coordination with the Florida Department of State, Division of Historical Resources, on the consultant selection; award of the contract; and the initiation of the project. The CDBG match is currently available for the remainder of the project. In addition to the grant award and CDBG match, there is a $1,857.50 in-kind match for administrative and mapping costs by Pasco County.
