It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

Representatives for Meadow Pointe General Partnership submitted a petition to the Growth Management Division to establish the Meadow Pointe IV Community Development District (CDD) pursuant to the Uniform Community Development District Act of 1980, Florida Statutes, Chapter 190. Meadow Pointe IV is located in Southeast Pasco County approximately three miles east of the intersection of County Line Road and C.R. 581.  The land area to be served by the district is a parcel of unimproved real property containing approximately 771.176 acres.  The primary landowner and developer is Wesley Chapel Lakes, Ltd.  The proposed district is designed as an MPUD Master Planned Unit District with residential and commercial uses.

 

CDD is an independent unit of special-purpose local government authorized by Chapter 190, Florida Statutes, to plan, finance, construct, operate, and maintain community-wide infrastructure in large, planned community developments.  The proposed CDD plans to provide the following facilities and services:  1) roads; 2; water, wastewater, and reclaimed water; and 3) surface water management.  The district will impose special assessments on properties within its boundaries to finance the infrastructure and district funds, and defray the costs of operating and maintaining that infrastructure and associated facilities.

 

ALTERNATIVES AND ANALYSIS:

 

1.                  Introduce the ordinance and direct staff to set the required public hearing.

2.                  Direct staff not to introduce the ordinance.

3.                  Direct staff as to another course of action.

 

RECOMMENDATION AND FUNDING:

 

The Growth Management Department staff recommends that the Board approve alternative No. 1, and direct staff to set the public hearing date for adoption of the ordinance on August 20, 2002, at 9:30 a.m., in Dade City, Florida.

 

Funding for the public hearing legal advertisement will be taken from Account No. B102-409000-34920.
