It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

On October 3, 2000, the Board approved Task Order No. EDO00-005 and Scope of Work in the amount of $320,143.00, with a contract time of 450 calendar days.  This Task Order with TBE Group provided plans, right-of-way maps, and permits for Collier Parkway extension from Hale Road to Parkway Boulevard.  On April 2, 2002, the Board approved Change Order No. 1 to reassess the alignment options, conduct a public workshop, add three intersection approaches to the Hale Road end of the project, extend the project terminus 1,100 feet northwesterly, grant a time extension of 508 calendar days, and present the Board with a recommendation by July 16, 2002.  A report identifying two alignments in addition to the no-project alternative was produced.  A total of nine (9) possible alignments were previously analyzed.  These two alternatives were presented in a workshop held April 9, 2002, to inform the public and to gain comments and input. Pertinent comments were incorporated into the study.

 

Proposed alternative alignments have been analyzed based on safety, long-range planning costs, and environmental/property impacts, and are briefly described as follows:

 

Alignment A – This alignment was selected and approved February 14, 1991 by the Board as part of Alignment V for Collier Parkway from the northern terminus of Segment III to C.R. 583. A total of nine (9) alignments were contained in a route study dated January 1991.  It used a two-tiered evaluation process.  Alignment V was selected and is described as:

 

diverging at Point “W”, runs concurrently with Alignment II to a point approximately 660 feet north of Hale Road.  The route then diverges and curves to the northeast, to run straight for approximately 2,200 feet.  A curve, concave to the west, permits the route to junction [merge] with the existing Pines Parkway.  The route follows the existing Pines Parkway for approximately 2,400 feet …” (Collier Parkway Extension Route Study, 1991).

 

Alignment B – This alignment crosses Hale Road at the same point as Alignment A, begins the identical radius curve to the right, but reverses back to the left before completely crossing the wetland; reverses again to the right to align parallel to the western property line until past the northern wetland, then curves left to connect with Parkway Boulevard northwest of the entrance to the Regional Wastewater Treatment Plant.

 

Both alignments connect to Parkway Boulevard, matching the median edge of the northbound roadway to the median edge of Parkway Boulevard.  Parkway Boulevard was built anticipating an ultimate right-of-way width of 100 feet.  That width has grown to 120 feet as a result of subsequent changes to county road standards.  This will result in acquisition of approximately 13 feet along the southwest and seven feet along the northeast of Parkway Boulevard for either alignment.  Alignment B connects about 700 feet farther along Parkway Boulevard than does Alignment A.

 

ALTERNATIVES AND ANALYSIS:

 

Some of the alternatives available to the Board in this matter are as follows:

 

1.       Approval of Alignment B will permit our consultant to proceed with the engineering design work for the changed alignment, permitting, and right-of-way maps.

 

2.       Deny approval and the project will revert back to Alignment A for completion of design.

 

3.       Direct staff as to other action desired by the Board.

 

RECOMMENDATION AND FUNDING:

 

The Engineering Services Department recommends that the Board approve Alternative No. 1 and the selection of Alignment B for Collier Parkway from Hale Road to Parkway Boulevard.

 

Necessary funding to implement these changes was previously approved and no additional funding is required at this time.
