It is recommended that the data herein presented be
given formal consideration by the Board of County Commissioners.
DESCRIPTION AND CONDITIONS:
A public hearing has been scheduled for June 4,
2002, at 9:30 a.m., in the Board Room at the West Pasco Government Center, 7530
Little Road, New Port Richey, Florida.
The Utilities Services Branch has received a
request for an additional streetlight to be installed on Sherman Drive within Rolling
Oaks Estates. Withlacoochee
River Electric Cooperative has reviewed this request, and their Engineering
Department found that this light is needed to meet the lighting
requirements. Installation of this
streetlight brings this area into conformance with the American National
Standard Practice for Roadway Lighting.
One 100-watt high-pressure sodium vapor luminary equipped with 9,500-lumen
lamps will be added to an existing pole as in accordance with the provisions of
the Pasco County Code of Ordinances, Chapter 94, Article II, Section
94-49.
Due to the years that have passed, an analysis was
performed to determine that the assessments are still proper. In order to properly recoup a loss in
administering the assessment program for this streetlight area, Pasco County
now desires to increase the annual assessment per lot to $76.00. Currently the annual assessment for this
streetlight area is $67.20. The Pasco
County Code of Ordinances, Chapter 94, Section 94-55, allows for this
action.
ALTERNATIVES AND ANALYSIS:
1.
Approval of
installation would provide all motorists and pedestrians with adequate roadway
lighting and will bring this area into conformance with the American National
Standard Practice for Roadway Lighting.
Also, approval of the assessment increase will allow for recouping our
costs associated with managing this streetlight area.
2.
Disapproval of
this installation will allow this area to remain below the national standard
and will allow a safety hazard to remain.
The Board may also disapprove the increase in the assessment and not
allow for the recapture of the costs in the management of this street lighting
service area of the streetlights.
RECOMMENDATION AND FUNDING:
The
Utilities Services Branch recommends that the Board approve the attached
contract, authorize the Chairman to execute the five original contracts with Withlacoochee River Electric Cooperative and the attached
resolutions, and direct Secretarial Services to distribute as follows: one original to be retained by Secretarial
Services; one original to the County Attorney, New Port Richey; one original to
OMB, New Port Richey; one original to the Utilities Services Branch, New Port
Richey; and one original to be mailed to:

Payments
will be mailed to the above address.
Per
the contract, the monthly charges of $1,351.09 (annual charges of $16,213.08)
will be paid from the Special Density Category Account No. B701-812100-34358. Payments will be based on monthly
invoices. The contract will become
effective on the date that service is energized and will be in effect for a
period of ten years and shall continue thereafter until terminated by either
party, in writing, with a 60-day notice prior to termination.
