It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

DESCRIPTION AND CONDITIONS:

A public hearing has been scheduled for April 23, 2002, at 9:30 a.m., in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey, Florida.

On February 7, 1984, a public hearing was held to establish Shadow Oaks as a street lighting area.  The residents of Shadow Oaks, Phase 2, have petitioned Pasco County to establish their subdivision as a "Streetlight Area."  There are 27 property parcels within the proposed service area, and the submitted petition represents a 56 percent affirmative vote.  The combining of Shadow Oaks, Phase 2, with the existing Shadow Oaks street lighting area will allow all the property owners to pay the same yearly assessment.

Florida Power has reviewed this area and has designed a lighting system that will be in conformance with the "American National Standard Practice for Roadway Lighting" and requires the installation of four 250-watt sodium vapor luminaries equipped with 27,500-lumen lamps and four 35-foot concrete poles.  This proposed service area would remain in our "Normal Density Category," which presently dictates a yearly assessment of $25.08 per parcel as in accordance with the provisions of the Pasco County Code of Ordinances, Chapter 94, Article II, Section 94-54.

ALTERNATIVES AND ANALYSIS:

I.                     Approval of installation would provide all motorists and pedestrians with adequate roadway lighting and will bring this area into conformance with the "American National Standard Practice for Roadway Lighting."

II.                   Disapproval of this installation will allow this area to remain below the "American National Standard Practice for Roadway Lighting."
