It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

DESCRIPTION AND CONDITIONS:

The property owners fronting Autumn Palm Drive have submitted a petition requesting road reconstruction, paving, and County maintenance at a maximum assessment of $3,665.91 per lot. Of the 20 property owners (25 lots), 14 or 70 percent (70%) responded to the petition. Of the 14 responses received, 11 or 79 percent (79%) have signed a petition in favor of the assessment. Autumn Palm Extension, PVAS No. 712, which was formerly known as Autumn Palm North, PVAS No. 705, passed petition on September 29, 2001. The reconstruction and paving will provide a particular and special benefit to property owners. These benefits include, but are not limited to, an increased use and enjoyment of the property; potentially increased property values; improved public health, safety, and welfare considerations; and better access for public safety and service vehicles. It is requested that the Board consider the special benefits received in determining whether the property owners should be specially assessed for the roadway reconstruction and paving. All the requirements in Ordinance No. 97-08 have been met to date, including a notice published on March 30, 2002, in the Tampa Tribune, Pasco Edition, and notification by first-class mail to all property owners listed on the roll.

Autumn Palm Extension Paving Assessment project is located in Sections 14 and 15, Township 26 South, Range 21 East, and Section 22, Township 26 South, Range 21 East, approximately one-quarter mile west of the intersection of U.S. 301 and Chancey Road. Autumn Palm Drive is a County maintained, unpaved, limerock road, 22’ wide, and 0.309 miles in length. Right-of-way is by deed.

The Engineering Services Department proposes to reconstruct the base material; surface with an asphalt pavement; site work including sod, seed, and mulch; necessary signs and markings; other incidental work; and regular County maintenance after reconstruction. There are no drainage alterations included in this project.

A project cost estimate, based upon site inspection, proposed improvements, and the Annual Asphalt Contract, totals a maximum of $91,647.75, or $3,665.91 per benefited lot.

This is a single public hearing in accordance with Section VIII of Ordinance No. 97-08.

If the Board determines to make the improvements under Special Assessment Ordinance No. 97-08, a resolution must be adopted which includes the unit the assessments are to be based upon, the rate of interest, and the number of annual installments.

 

ALTERNATIVES AND ANALYSIS :

The Board may:

  1. Accept the petition, authorize the Engineering Services Department to proceed with the reconstruction and paving of Autumn Palm Drive; approve the attached assessment roll; and adopt the attached resolution setting a maximum assessment of $3,665.91 per benefited lot for annual installments over a ten-year period with seven percent (7%) interest on the unpaid principal balance.

  2. Authorize modification of the roll, assessment, or project as desired by the Board.

  3. Discontinue the project.

RECOMMENDATION AND FUNDING :

The Engineering Services Department recommends that the Board approve Alternative No. 1, Authorize the Chairman’s signature on the attached resolution, and direct Secretarial Services, Dade City, to distribute as follows: one copy of the executed resolution to Engineering Services Department, Design/Stormwater Management Division, New Port Richey; and one copy of the executed resolution to Development Services Administration, New Port Richey.
