It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

DESCRIPTION AND CONDITIONS:

A public hearing has been scheduled for March 26, 2002, at 9;30 a.m., in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey, Florida.

On December 5, 2000, the Board approved Resolution No. 01-064 establishing Oak Grove, Phase 2, as a streetlight area and consolidating this area with the existing Oak Grove street lighting district. The developer of Oak Grove, Phase 3, has petitioned Pasco County to establish this subdivision as a "Streetlight Area." There are 147 property parcels within the proposed service area. The combining of Oak Grove, Phase 3, into the existing Oak Grove streetlight area will allow all property owners to pay the same yearly assessment.

Florida Power Corporation has reviewed the area and has designed a lighting system that will be in conformance with the "American National Standard Practice for Roadway Lighting" and requires the installation of 43 100-watt sodium vapor luminaries equipped with 9,500-lumen lamps and 36 thirty-foot concrete poles. This proposed service area would remain in our "Normal Density Category," which presently dictates a yearly assessment of $25.08 per parcel as in accordance with the provisions of the Pasco County Code of Ordinances, Chapter 94, Article II, Sections 94-46 through 94-56.

ALTERNATIVES AND ANALYSIS:

  1. Approval of installation would provide all motorists and pedestrians with adequate roadway lighting and will bring this area into conformance with the "American National Standard Practice for Roadway Lighting."

  2. Disapproval of this installation will allow this area to remain below the "American National Standard Practice for Roadway Lighting."

    RECOMMENDATION AND FUNDING:

    The Utilities Services Branch recommends that the Board approve the attached contract, authorize the Chairman to execute the five original contracts with Florida Power Corporation and the attached resolutions, and direct Secretarial Services to distribute as follows: one original to be retained by Secretarial Services; one original to the County Attorney's Office, New Port Richey; one original to OMB, New Port Richey; one original to the Utilities Services Branch, New Port Richey; and one original to be mailed to:

Payments will be mailed to the above address.

Per the contract, the monthly charges of $464.61 (annual charges of $5,575.32) will be paid from the Normal Density Category Account No. B701-812100-34354. Payments will be based on monthly invoices. The contract will become effective on the date that service is energized and will be in effect for a period of five years and shall continue thereafter until terminated by either party, in writing, with a 60-day notice prior to termination.
