It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.
DESCRIPTION AND CONDITIONS:
A public hearing was held on December 18, 2001, at 9:30 a.m., in the Board Room at the West Pasco Government Center to establish a certain portion of Moon Lake for a streetlight area. The Board continued this public hearing to January 29, 2002, at 9:30 a.m., in the Board Room at the West Pasco Government Center, 7530 Little Road, New Port Richey, Florida.
Pasco County has initiated the process to establish this subdivision section as a "Streetlight Area." There are 74 property lots within the proposed service area. The owners of the lots were petitioned and following are the results:

The submitted petitions represent a 45 percent negative vote and a 27 percent affirmative vote. Based upon conversations with homeowners recently petitioned, there was confusion since they have existing streetlights on these three streets. Since the petition did not clearly state the reasons for the newest vote, the residents do want to retain their existing street lighting systems.
Due to the lack of a 51 percent majority, this particular proposed streetlight area is brought to the Board for their action.
The Withlacoochee River Electric Cooperative has reviewed this area and has designed a lighting system that will be in conformance with the "American National Standard Practice for Roadway Lighting" and requires the installation of three (Type 30-foot) wooden poles with 35 (Type 105) 100-watt sodium vapor cobra head streetlights. This proposed service area would fall into our "Normal Density Category," which presently dictates a yearly assessment of $25.08 per lot as in accordance with the provisions of the Pasco County Code of Ordinances, Chapter 94, Article II, Sections 94-46 through 94-56.
ALTERNATIVES AND ANALYSIS:
RECOMMENDATION AND FUNDING:
The Utilities Services Branch recommends that the Board approve the attached addendum, authorize the Chairman to execute the five original addendums with Withlacoochee River Electric Cooperative, and direct Secretarial Services to distribute as follows: one original to be retained by Secretarial Services; one original to the County Attorney's Office, New Port Richey; one original to OMB, New Port Richey; one original to the Utilities Services Branch, New Port Richey; and one to be mailed to the address below:

Payments will be made to the address listed above.
Per the contract, the monthly charges of $218.63 (annual charges of $2,623.56) will be paid from the Normal Density Category Account No. B701-812100-34354. Payments will be based on monthly invoices. The contract will become effective on the date that service is energized and will be in effect for a period of ten years and shall continue thereafter until terminated by either party, in writing, with a 60-day notice prior to termination.
