It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners:
BACKGROUND:
On November 27, 2001, the Board directed staff to meet with our consultants and industry representatives to discuss concerns with the Wireless Master Plan (WMP) that was created by consultant Ted Kreines of Kreines & Kreines, Inc. That meeting was held on Monday, January 14, 2002. Staff received a number of industry comments about the WMP and the proposed Personal Wireless Service Facility Ordinance.
The Wireless Master Plan (WMP) is a an informational document designed to give the Board new choices for the location, siting and design, safety, and monitoring and maintenance of personal wireless service facilities. The WMP is not a legally binding document; therefore, it is not necessary for the Board to formally adopt the WMP. The concepts in the WMP will be used to help create a Personal Wireless Service Facility Ordinance.
Alachua County went through a series of fourteen public hearings with Ted Kreines and Art Peters, to develop their Personal Wireless Service Facility Ordinance. During these public hearings, a number of the issues concerning personal wireless service facilities were debated among industry representatives, wireless consultants, Alachua County staff and board members, and other interested parties. Alachua County’s ordinance is a product of the debate and compromises made by these interested parties. In an effort to try to avoid the lengthy public hearing process that took place in Alachua County, staff will use Alachua County’s Personal Wireless Service Facilities Ordinance as a guide to create Pasco County’s Personal Wireless Service Facility Ordinance. Staff recommends that the Board accept the Wireless Master Plan and direct staff to work with Ted Kreines and Art Peters to prepare a Personal Wireless Service Facility Ordinance based on the Wireless Master Plan, the Alachua County ordinance, staff comments, and industry comments.

RECOMMENDATION AND FUNDING:
The Growth Management Department staff recommends that the Board approve Alternative No. 1, Accept the Wireless Master Plan and direct staff to work with Ted Kreines and Art Peters to create a Personal Wireless Service Facilities Ordinance and direct staff to refer that ordinance to the Citizens Ordinance Review Committee for comments.
Funding is not required for this action.
