Mission Statement
The mission of Community Development is to improve the quality of life and housing conditions of residents through the fair, ethical and honest administration of local, state and federal programs.


The Pasco County Community Development Department administers the County's neighborhood revitalization, housing and homeless programs utilizing Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), State Housing Initiatives Partnership (SHIP), Housing Preservation Grant (HPG) and Neighborhood Stabilization Program (NSP) funds.

The Department also is the principal government agency for Pasco County for Homeless Programs and administers the Housing Finance Authority.

Annually, we receive approximately $8 million dollars to assist the very low to moderate income citizens of Pasco County. Some of our activities are as follows:

  • Developing Public Facilities
  • Funding Public Services
  • Homebuyer Programs
  • Not-for-profit Agency Housing Development


Housing Finance Authority meeting

The Pasco County Housing Finance Authority will be holding its next meeting on Thursday, May 12, 2016, from 8:30 AM - 10:00 AM at the West Pasco Government Center, 8731 Citizens Drive, 1st Floor Board Room, New Port Richey, FL 34654.

Temporary Moratorium on Loan Subordination Requests

The Community Development Department has placed a temporary moratorium on loan subordination requests. No requests for loan subordinations will be accepted until June 1, 2016 while the current policy is being reviewed and revised.

Notice of Public Hearing
 - Housing Finance Authority

Notice is hereby given that the Pasco County Housing Finance Authority, Pasco County Florida (the "Authority") will hold and conduct a public hearing to be held on April 27, 2016, at 1:00 p.m., or as soon thereafter as such matters may be heard, at the offices of the Authority, West Pasco Government Center, 1st Floor Board Room, 8731 Citizens Drive, New Port Richey, Florida 34654, for the purpose of receiving comments and hearing discussion concerning the issuance of a series of bonds by the Authority for the following purpose: 

The proposed issuance by the Authority of its Multifamily Housing Revenue Bonds, Series 2016 (Regency Palms Project) (the "Bonds"), in an aggregate principal amount of not exceeding $25,486,000 in one or more series to finance a loan (the "Loan") to be made by the Authority to Port Richey Leased Housing Associates II, LLLP, a Minnesota limited liability limited partnership, or its successor or assign (the "Borrower") to finance the acquisition and rehabilitation of an approximately 200-unit multifamily apartment community known as "Regency Palms" which units will be available for rental to low and very low income tenants (the "Project").  The Project is located at 8332 Alnwick Circle, Port Richey, Florida.  The Project will be owned and operated by or on behalf of the Borrower.  

The Bonds will be special obligations of the Authority payable solely out of the revenues derived from a loan agreement with the Borrower.  The Bonds will not constitute an indebtedness of the Authority, Pasco County, Florida, the State of Florida (the "State") or any other political subdivision of the State within the meaning of any constitutional or statutory debt limitation or restriction.  The Authority has no taxing power. 

All interested parties are invited to present their comments at the time and place set forth above. 

Persons are advised that, if they decide to appeal any decision made at this hearing, they will need a record of the proceedings, and, for such purpose, they may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
