Mission Statement
The mission of Community Development is to improve the quality of life and housing conditions of residents through the fair, ethical and honest administration of local, state and federal programs.

Overview
The Pasco County Community Development Department administers the County's neighborhood revitalization, housing and homeless programs utilizing Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), State Housing Initiatives Partnership (SHIP), Housing Preservation Grant (HPG) and Neighborhood Stabilization Program (NSP) funds.

The Department also is the principal government agency for Pasco County for Homeless Programs and administers the Housing Finance Authority.

Annually, we receive approximately $8 million dollars to assist the very low to moderate income citizens of Pasco County. Some of our activities are as follows:
  • Developing Public Facilities
  • Funding Public Services
  • Homebuyer Programs
  • Not-for-profit Agency Housing Development

Reservation Deadline for Low-Income Borrowers through the Homebuyer Assistance Program (HAP)

Please be advised that reservations for low-income borrowers seeking to receive assistance through the Homebuyer Assistance Program (HAP) will not be accepted after September 7, 2016. Reservations received prior to September 7, 2016, will be valid for 60 days from the date of receipt.

Funds for very low, low, and moderate income borrowers remains available for the Pasco Opportunity Program (POP).

NOTICE OF GRANT APPLICATION FOR 
PUBLIC FACILITIES
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)


 The Pasco County Community Development Department will hold a special public meeting to explain the competitive CDBG application process for Public Facility projects.  If you are unable to attend, you may contact the Community Development Department at (727) 834-3445, 5640 Main Street, Suite 200, New Port Richey, for information.

PUBLIC HEARING
ONE-YEAR 2016-2017 ACTION PLAN
PROPOSED STATEMENT OF HOUSING AND COMMUNITY DEVELOPMENT
OBJECTIVES AND PROJECTED USE OF FUNDS
 

The U.S. Department of Housing and Urban Development (HUD) has awarded Pasco County entitlement funds to improve the quality of life for low-and-moderate income persons. The Pasco County 2013-2018 Five-Year Consolidated Plan was approved by HUD beginning October 1, 2013. The Consolidated Plan serves as the comprehensive housing affordability strategy, community development plan, and submissions for funding under any of the Community Planning and Development formula grant programs, over a five-year period. The one-year action plan serves as the application for program year Federal funds, and provides a description of the activities that Pasco County will undertake during the next year to address priority needs and objectives as indicated in the Consolidated Plan. The formula grant programs covered by the plan include the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).

On July 26, 2016, the Community Development Department will be presenting the activities as summarized in the attachment to the Pasco County Board of County Commissioners which address priority needs and objectives as set forth in the Consolidated Plan. A public hearing to receive public comment on the one-year action plan and approved activities will be held August 5, 2016, at 3:00 p.m., at the Community Development Department, 5640 Main Street, 3rd Floor Conference Room, New Port Richey, Florida. The one-year action plan will be presented for Board of County Commissioners approval on August 9, 2016, and will be filed with HUD prior to August 15, 2016. Should you have any questions or comments concerning the plan, please contact George Romagnoli, Community Development Director, at 727-834-3445. If you would like to review said plan, it will be available July 18, 2016, at the Pasco County Community Development Department, 5640 Main Street, 2nd Floor, New Port Richey, Florida; and on the County website. In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in these proceedings should contact the Community Development Department at 727-834-3445 at least seven (7) days prior to the date of the hearing.

2016-17 One Year Action Plan DRAFT

RFQ and Application - 18847 East Road

Pasco County Community Development has a 4 bedroom property located at 18847 East Road in Hudson that is being made available to a not-for-profit agency for affordable housing for very low income families with a special needs household member, or a group home.

The Open House will take place on July 7, 2016, at 9:00 a.m. All interested parties must submit an application to the Community Development Department no later than July 25, 2016, at 4:00 p.m.

Loan Subordination Lifted - New Subordination Policy Available


The temporary moratorium on loan subordinations has been lifted. Lenders and Partners may access the new subordination policy by clicking on "Housing Programs" on the left hand side of the page, and then clicking on the "Subordination Request" link under Lenders/Partners.

New Application for Contractors

Revised applications are now available for contractors on the Community Development Department website reflecting the change in policy to allow contractors with workers' compensation exemptions to participate.

Housing Finance Authority Meeting
