Building and Development Regulations

On November 18, 1981, the Pasco County Board of County Commissioners joined the National Flood Insurance Program (NFIP) by adopting its initial Flood Damage Prevention Ordinance. By adopting this ordinance and agreeing to enforce these regulations, property owners within unincorporated Pasco County are able to purchase flood insurance.

The requirements for development and construction within a special flood hazard area within unincorporated Pasco County are contained in Section 1104, Flood Damage Prevention (PDF) and Appendix A, Definitions (PDF) of the Land Development Code, the Florida Building Code (FBC) and effective September 26, 2014, a Local Technical Amendment to the FBC (PDF).

If you plan to construct a modification to your building, build a new structure, or for other types of development check with the Building Construction Services Department at 727.847.8126 to inquire if a permit is needed; and if you are hiring a contractor, to see that the contractor has the proper licenses.
